Description

PRE-SOLICITATION NOTICE FOR Project 537-10-102, the Relocate Pain Clinic Suites and Support Staff Area - Damen Pavilion, 2nd Floor Project at the Jesse Brown VA Medical Center, Chicago, Illinois. This construction project is set-aside for Service-Disabled-Veteran-Owned-Small Business (SDVOSBs). Contractor shall provide for and furnish all labor, materials, equipment, temporary protection, and qualified supervision to remodel the existing 4,000 SF of building area on the second floor to Relocate Pain Clinic Suites and support staff area, which will include rework of the air handling unit located on the 3rd floor at the Jesse Brown VA Medical Center, 820 S. Damen Avenue, Chicago, Illinois 60612. Work to be completed within 120 calendar days after Notice to Proceed. The solicitation, specifications and drawings will be posted on FedBizOps. There will be a pre-bid site visit held for this project and all prospective bidders are encouraged to attend. Details of the pre-bid site conference will be included in the solicitation package. The solicitation for this project will be issued on/about August 22, 2011 with the bid opening on/about September 20, 2011. The bidder is responsible to monitor and download any amendments from FedBizOps which may be issued to this solicitation. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006. Pursuant to 38 USC 8127(d), competition is restricted to SDVOSB construction firms. The project magnitude range is between $1,000,000 - $2,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220; size standard $33.5 million applies. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, VAAR 802.101, VetBiz Registration, prospective firms must be registered in Central Contractor Registration (CCR) and in the VetBiz databases prior to award. Firms may obtain CCR information at http://www.ccr.gov and VetBiz information at http://vip.vetbiz.gov. Additionally, prospective firms must have current record in the Online Representations and Certifications Application (ORCA) prior to bid opening. To complete Representations and Certifications with ORCA, you may go online at https://orca.bpn.gov. In accordance with the class deviation to 804.1102 Vendor Information Pages (VIP) Database effective October 1, 2010, all SDVOSB and VOSB firms must be verified by the Office of Small and Disadvantaged Business Utilization Center for Veterans Enterprise (CVE) prior to receiving an award under the program. If the successful bidder is not listed as verified in the VIP, the CO must contact the bidder and advise the bidder that it has 5 days to submit the verification documentation to CVE. CVE will process the documents and make a verification determination within 21 days of receipt of the documentation. SDVOSB or VOSB also must be registered in the Central Contractor Registration (CCR) to be eligible to receive an award under the program.
