- Sources Sought Notice AUTOMATED MESSAGE HANDLING SYSTEM (AMHS) SUBJECT MATTER EXPERT (SME) FOR THE U.S. ARMY 5TH SIGNAL COMMAND Description: The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG), Huachuca - Desert Division, on behalf of the United States Army 5th Signal Command, is seeking information on capable business sources that can provide AMHS and SME engineering support for the U.S. Army 5th Signal Command, U.S. European Command (USEUCOM), the U.S. African Command (USAFRICOM), and U.S. Army Europe (USAREUR). Background: The Automated Message Handling System (AMHS) is the interface between the AMHS end-node 'customer' and the Defense Information Systems Agency (DISA) Defense Messaging System (DMS) global backbone. The AMHS is the vehicle that transports a DMS 'message'. The US Army 5th Signal Command provides the current contractor AMHS support for the U.S. European Command (USEUCOM), the U.S. African Command (USAFRICOM), U.S. Army Europe (USAREUR), and the U.S. Air Force Europe (USAFE). A single Subject Matter Expert (SME) Engineer has been assigned to the S-Vaihingen, DMS Messaging Center since 2006 to provide technical expertise and training to the government staff supporting the facility. Consolidation of the hardware and related operations and maintenance manpower to a single location over a period of several years has simplified long term support and training, reduced manning levels, and improved the efficiency of messaging services while reducing costs. Scope: The contractor is to provide the annual AMHS warranty and in-country Subject Matter Expert (SME) for software operations and engineering. The SME position supports the European and tactical theaters of operation. The work to be performed will be managed by the 5th Signal Command AMHS Technical Point of Contact (TPOC), the Program Manager (PM), Defense Messaging System (DMS), Army-Europe. The AMHS support will include warranty, upgrade, training and engineering support. This is a market survey for information only. THIS IS NOT A REQUEST FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT NOTICE. The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of vendors who can support this requirement. The anticipated contract type is Firm-Fixed-Price (FFP) with Travel and Other Direct Cost (ODC) CLINS for a one-year base period and one, one-year option period. The NAICS Code is 541519 (Other Computer Related Services) and the size standard is $25 million. Submission Instructions: If you believe your firm qualifies under the aforementioned criteria and has qualified personnel, relevant past performance experience, and the technical capability to perform the type of work specified in the Draft Performance Work Statement, please submit a technical capability statement including the following information: (1) company name and mailing address (2) point of contact (name, telephone number, and e-mail address) (3) socio-economic status (small business, small disadvantaged business, woman-owned business, veteran-owned business, etc.) (4) number of employees (5) revenue for the past 3 years and (6) a brief summary of your company's experience and past performance within the past 3 years as it relates to the magnitude and scope of the requirements outlined in the draft PWS. Each companies experience (Government or commercial) should include (a) name of project (b) brief description of project (c) contract or project number (d) client/customer point of contact (name, address, phone number, e-mail address) (e) dollar value of the contract/project (f) period of performance of the contract/project and (g) relevance of contract/project to requirements in the draft PWS. The technical capability statement can be submitted in your format and shall not exceed 15 pages in its entirety (inclusive of cover letter, table of contents, tables, etc.). The Government requests that the following information be provided in your statement: Capability to support the Draft PWS requirements. Ability to obtain Technical Expert Status Accreditation (TESA) in accordance with Draft PWS paragraph 17.0. Ability to obtain or currently possess a SECRET SECURITY CLASSIFICATION TO INCLUDE NATO, in accordance with DRAFT PWS paragraph 13.3. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow-up information requests.
