- The Environmental Protection Agency (EPA) intends to enter into negotiations with EC/R, Incorporated for a six-month extension to existing contract, EP-D-06-119, on a sole source basis, IAW FAR 6.302-1(a)(2). The current contract was previously competitively awarded and is to expire 9/28/2011. A follow-on competitive procurement is in process, however, will not be awarded before EP-D-06-119 expires. The contract is currently in its Option IV period, which includes 5,000 base hours and ten (10) 1,500-hour increments. No additional hours, beyond what was previously negotiated, will be required during this six-month extension. EPA's Office of Air Quality Planning and Standards (OAQPS) relies on this contract for support for risk assessment activities associated with the standards development under the authority of the Clean Air Act, including sections 112(d), 112(k), and 112(f). In addition, this contract supports risk assessment activities associated with national, regional, and community-based initiatives on multi-media and cumulative risks; National Air Toxics Assessments; and education and outreach on health risks associated with standards development. Any interruption in this support poses a significant risk of missing statutory and court-ordered deadlines. Many of these deadlines will occur within the next 12 months, which requires analytical support well in advance of those deadlines. EC/R has been providing support for these programs since Contract EP-D-06-119 was awarded in 2006. They are uniquely qualified to provide the additional six-month effort because timing is critical and no other contractor would acquire the knowledge and expertise pertaining to the regulatory sectors in the time frame that is required. It would take substantial duplication of time and money for another contractor to provide the service that would meet this requirement, and the costs are not expected to be recovered through competition. No Request for Proposal is available and this notice of intent is not a request for competitive proposals. However, all responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to Andrew Flynn at flynn.andrew@epa.gov for consideration by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. A determination by the Government not to compete this proposed contract extension based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether competition is viable. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the government, the contract with EC/R will be extended by a six-month period.
