- Description
- The Federal Highway Administration (FHWA) intends to award a sole source purchase order to Turbulent Flow Instrumentation Pty Ltd for the purchase of two TFI Series 100 Cobra Probes. These sensors are required for detailed flow mapping in FHWA's wind tunnel as well as around scale models and full-scale objects. No other vendor is known to offer sensors with the required robustness, turbulence measurement capabilities, and simplicity of use as well as meeting all of FHWA's desired specifications. Here is a list of the specifications required and desired by FHWA: Unique Features of Turbulent Flow's Cobra Probe very accurate measurement of time-varying flows at low velocity much more robust that other sensors pre-calibrated and does not require regular re-calibration easier to operate than other traditional sensors comes complete with sensor, signal conditioning, cables, connectors, and software turbulence measurement capabilities ready to use out of the box sturdy and compact design suitable for traverse or hand-held use Required Specifications for Velocity Probe 3-component velocity and static pressure measurement capability Turbulence measurement capability, Frequency response: 0 Hz (mean) to 2000 kHz Capability of measuring all 6 Reynolds stresses Complete sensor package including probe with signal conditioning, cabling, software, storage box, and technical support Measurement of flow speeds from 2 to 100 m/s Measurement of flow angles within +/-45 degree acceptance cone Velocity accurate to +/-0.3 m/s Pitch and yaw accurate to +/-1.0 degrees Probe supplied fully calibrated and no re-calibration required under normal use Probe supplied ready to use with existing data acquisition equipment Compact design, Approximate width of sensor head, 2.6 mm Compact design, Approximate diameter of sensor body, 14.0 mm Compact design, Approximate sensor length including connector for cable, 185.0 mm Real-time data processing and display of results Sensor package configured for use of multiple probes simultaneously Real-time frequency analysis and calculation of higher order terms available Robust to withstand "dirty" flow either in the laboratory or outdoors All responsible sources may submit a response identifying their interest and capability to respond to this requirement. The proposed action is for equipment which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a Simplified Acquisition and the total estimated value is not to exceed $21,780.00; the anticipated award date is late August, 2011.
