- This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The government intends to solicit a proposal and enter into a contract with Protection Engineering Consultants, LLC, a small business concern, to teach a Security Engineering Class in the OCONUS (Germany). Protection Engineering Consultants personnel have extensive experience in teaching this "Lessons learned" class in war zones for the Army Corps of Engineers Protective Design Center. The statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(2) or 41 U.S.C.253(c)(2) per FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received within five days of this posting. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. A solicitation is not available.
