Description

PRESOLICITATION NOTICE: The VA National Acquisition Center will issue Request for Proposal (RFP) VA-797-11-RP-00195 for the Department of Veterans Affairs (VA) for Laundry Bags. VA purchases approximately 35,309 of these Laundry Bags on an annual basis. Only one award will be made as a result of this solicitation. The Laundry Bags are being procured as an SDVOSB set-aside. Therefore, all offerors products must be manufactured by a small domestic (or "outlying area") manufacturer. Outlying areas include Commonwealths: (i) Puerto Rico (ii) The Northern Mariana Islands. Territories: (i) American Samoa (ii) Guam (iii) U.S. Virgin Islands; and Minor outlying islands (i) Baker Island (ii) Howland Island (iii) Jarvis Island (iv) Johnston Atoll (v) Kingman Reef (vi) Midway Islands (vii) Navassa Island (viii) Palmyra Atoll (ix) Wake Atoll. Specifications for Laundry Bags are as follows: Laundry Bags 18" Diameter 100% Polyester 1Fabric Content: One Ply 100% Polyester, with a water resistance according to the AATCC 127-1980 rating of no less than 80; 18 inch bag will allow for 22 to no greater than 26 gallon capacity 2Fabric weight 2 to 3oz per sq yard 3Fabric Color- Must have Red, White and Yellow 4Labeled (Fabric content, care instructions, country of manufacture) 5Label Fabric either nylon or polyester or pained into fabric 6Fabric can be commercially laundered with recommended wash formula 7Seamless round or Square Bottom 8Pull over cover flap size - Range 16" to 18" Measured from leading edge of flap to where it attaches to the bag 9aSize of handles on bottom for use while emptying the bags. (2- one on each side of bag) Range 4" to 5" Measured from attached site to middle of handle 9bBag Length with Cover Closed - Range 38" to 40" Measured with cover pulled closed to the bottom of the bag 9cBag Circumference - Range 56" to 60": Laid out flat measured across and doubled 10Fabric free of runs, pulls and holes 11Thread color matches or blends 12Stitching is neat and of uniform length and tension 13Stitching is straight 14Stitches are free from tangles, knots, and skipped or broken stitches 15Seams are safety stitched/serged 16aThere are no openings in seams 16bSeams eased and smooth; free from bulk or puckering 16cStress points (where seams are intersect or ties connect) are bartacked 17No Loose Threads 18Elastic Band on top of bag minimum of 1/8 to ¼ inches in width of band Intended Use: To be used in areas where potential infectious materials with linen are placed to avoid leakage. If you submitted a bid and samples for the previous solicitation for this item (VA-797-11-RP-0127) you DO NOT have to submit more samples, but you will have to fill out the new solicitation document and submit it by the closing date. You may make pricing changes if necessary. Solicitation #VA-797-11-RP-0195 will be electronically issued in commercial item format, in accordance with FAR Part 12, on or about August 23, 2011.
