Description
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-11-Q-3406. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. NUWCDIVNPT intends to award a firm fixed price contract for two (2) Commercial off the Shelf Multi-functional I/O devices that include the minimum capabilities per device: USB 2.0 based interface multifunction Data Acquisition 8 Channels of 16 Bit Differential A/D conversion at 500 kHz /Channel Minimum A/D Rate Capable of continuous sustained data transfer rates supporting above 8 channels of data at 500 kHz ( nominally 10 MBytes/sec minimum) Minimum of 16 mega-sample onboard data buffering to optimize data throughput with Windows operating system 2 Channels of 16 bit D/A Conversion at minimum update rate of 1 Ms/sec per channel 16 Channels Digital I/O, Accessible as Programmed or clocked I/O System Application programming Interface (or Drivers) for control of the device using C or C++ code on a Windows or Linux development platform. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items.Evaluation factors are technical capability, price and past performance. Each is equally important. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.Offers must be submitted to Commercial Acquisition, Building 11, NUWCDIVNPT, Code 5911, 1176 Howell Street, Bldg 11, Attn: Newport RI 02841-1708, faxed to 401-832-4820, or submitted via the NECO Website. Offers must be received by 2:00 p.m. on 12 August 2011.
