- Regional Contracting Office Bogota, Colombia intends to award a Firm Fixed Price contract for construction and related services for Scan Eagle Building (two-story building with an area of approximately 440 square meters m2) in the municipality of La Macarena, department of Meta, Colombia. The contractor shall furnish all material, labor, equipment, and transpiration required to install hydro-sanitary networks, rainwater system and sewer system, electrical system, pneumatic networks for existing helipad, connectivity networks, masonry work for structure, concrete footings, footing beams, aerial beams, columns, lintels, slabs, platforms and sidewalks, floor tiles, ceiling, windows, security bars and doors, air conditioning unit, and roof. The project includes, project layout, electrical, carpentry, drywall emplacement, concrete work, and other structure related activities. The work within this contract shall comply with all applicable construction country codes. Place of Performance: Project location is in municipality of La Macarena, department of Meta, Colombia. La Macarena is located in a remote area, but is accessible by land and air. Site Visit contact the following individual to coordinate future visit: Fayberth F. Vela M. Civil Engineer PAE Government Services USMILGP - Logistics Mission Support velaff@tcsc.southcom.mil Colombia is a high risk area, recommend that all interested sources, both local and U.S. check the U.S. State Department travel advisory website for any travel advisory information for that location. Contract Information: The award will be based on Lowest Priced, Acceptable Offer (LPTA) best value acquisition which will be cited in the solicitation. The period of performance of this contract is based on 30 calendar days from the date of the award. The resulting contract type shall be firm fixed price. The estimated construction cost for this project is between $500,000.00 and $1,000,000.00 dollars. Obtaining the solicitation: The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation, including drawings and specifications, will be available for download from FedBizOpps - website: http://www.fbo.gov. The solicitation, and the associated documents for this project, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. All notifications of changes to this solicitation shall be made through the Internet only. It is the contractor's responsibility to check for any posted changes to the solicitation. The solicitation and any future amendments to the solicitation will be available for download via the FedBizOpps website on or about 23 Aug 2011. CCR/FBO Registration: Potential offerors MUST register at http://www.fedbizopps.gov in order to receive notification and/or changes to this solicitation. All contractors MUST be registered in the Central Contractor Registration database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor Registration (CCR) at web site http://www.ccr.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Complating Awardee: Since the contemplating contract is to be awarded by the contracting activity located in Bogota,Colombia and to be performed in Colombia, the offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
