Description
1. Type of Notification: Sources Sought This is a sources sought synopsis only. The purpose of this notice is to gain knowledge of potential qualified sources. Responses to this notice shall include the following: (a) company name; (b) address; (c) point of contact; (d) "number of employees" as defined by the Federal Acquisition Regulation (FAR) part 19.101; and (e) the amount of "annual receipts" as defined by the Federal Acquisition Regulation (FAR) part 19. In addition, the respondent must provide a capability statement that addresses the organization's qualifications and ability to perform as a prime contractor the work described below. 2. Description: Personal Services for the management and operation of the Center for Advanced Molecular Diagnostic Research (CAMDR) Laboratory at San Antonio, Texas Department of Defense Military Treatment Facilities (MTF). The following is a brief summary of the primary duties that contract personnel will perform. This list is not all inclusive: The CAMDR Laboratory will accept molecular diagnostic and surveillance projects and proposals. The Contractor Personnel shall perform services and support compatible with the medical facilities operating capacity and equipment. The Contractor Personnel shall conduct enrollment and collection for samples in the San Antonio area to include Federal entities such as: San Antonio Military Medical Center (SAMMC), the Randolph Air Force Base (AFB) Medical Clinic, the Schertz Medical Home, the South Texas Veterans Health Care System (STVHCS) North Central Federal Clinic, Camp Bullis, and other sites within the San Antonio area. The primary site for the CAMDR Laboratory is Lackland AFB, San Antonio, Texas. The Contractor may be required to analyze samples submitted from other laboratories or military facilities (e.g., Air Force Academy, repository isolates). 3. The contractor shall perform specific organizational tasks in support of the medical facility to include: a. Laboratory Operation Tasks to include: Coordinate and monitor progress of all development of agreed upon scientific deliverables and provide timely status. Monitor and report scientific progress. Periodically accomplish technology assessment for associated molecular diagnostic technology developments. Test and evaluate diagnostic platforms for various disease disorders in accordance with study design documents. Service may include Laboratory Technologist or Molecular Biology Technician. b. Clinical Research Tasks to include: Provide manpower to identify and interview potential subjects. The Government estimates 1200 encounters with potential patients and approximately 1000 samples collected and analyzed. Provide surge manpower during peak illness periods (e.g., flu season) or when an outbreak has occurred. Process consented patient samples using molecular-based methods including DNA/RNA extraction and PCR, instrumentation, and techniques supporting the genomic Personalized Healthcare initiative (genetics, genomics, metabolomics, bioinformatics; "G2P"). Perform DNA sequencing studies to determine biomarkers and other relevant parameters in support of approved protocols Operate MagNA Pure Compact Instrument version 1.0, ABI 7500 (I, II, FST)/7900, Promega Maxwell 16 Analyzer and NonDrop 1000 spectrophotometer, and Joint Biological Agent Identification and Diagnostics System (JBAIDS) Translates statistical and research outcome information into documents relevant to manuscripts/presentations being published by investigators. Service may include Clinical Research - RNs, LVNs, PhD and other health related degrees c. Administrative Tasks Designs recruitment materials, advertises the study, and recruits participants. Abstracts required research data. Submits progress reports. Manage protocols in a database (MS Access/SQL or similar). 4. Place of Performance: Center for Advanced Molecular Diagnostic Research, Wilford Hall Medical Center (WHMC). Locations include, but are not limited to: San Antonio Texas Department of Defense MTF All prospective offerors must be registered in the Central Contractor Registration (CCR) database with a commercial and government entity code (CAGE CODE) and should have completed an electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database. All prospective offerors who may be interested in participating in a future procurement for this requirement need to schedule a 30 minute capabilities briefing on 31 Aug 11, between 1300-1600, or 1 Sep 11 between 1000-1600.
