Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS Code for this synopsis/solicitation is 541511, Size Standard $18M. Solicitation/Purchase Request No.: F2KDAC1151A001 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-53 effective 4 August 2011. The Government intends to award three (3) contract line item numbers (CLINs) for Brand Name or Equal Products, as follows:  Three (3) copies of Insight/Analysis  Eight (8) copies of Insight/Animation  One (1) copy of Insight/Recovery DESIRED DELIVERY DATE: 15 Oct 2010 FOB: DESTINATION. Inspection and acceptance: DESTINATION. NOTE: To satisfy this requirements Offerors' proposal must meet the follow special requirements: The Air Force Safety Center's Mishap Analysis & Animation Facility (MAAF) and Military Flight Operations Quality Assurance (MFOQA) programs currently use CAE Flightscape's Insight software products to retrieve, analyze and animate recorded aircraft flight data. Current software in use is as follows: MFOQA: Five (5) copies of Insight|Animation MAAF: Three (3) copies of Insight|Analysis Three (3) copies of Insight|Animation One (1) copy of Insight|Recovery MAAF and MFOQA require continued technical support and software updates to these currently-installed Insight products. Any alternative product must provide capabilities such as, but not limited to, the following: 1. Ability to read-out, interpret and perform bit editing on data from tape-based civil flight data recorders (FDR) (e.g. Lockheed LAS209, Fairchild F800, Sundstrand UFDR and DFDR). 2. Ability to decompress and interpret data from solid-state civil FDRs (e.g. Fairchild F1000 and FA2100, Honeywell Solid-State Flight Data Recorder (SSFDR)). 3. Ability to decompress and interpret data from solid-state military FDRs such as the GE Aviation Crash-Survivable Flight Data Recorder (CSFDR) and Standard Flight Data Recorder (SFDR) installed on USAF F-16, F-15, C-17 and T-1 aircraft. 4. Ability to produce multi-parameter plots and tabular listings using data from FDRs listed in items 1 through 3 above. Scales for time and each individual parameter must be user-configurable. 5. Ability to produce animated depictions of aircraft flight paths using tabular listings of time-history data, whether from an FDR or elsewhere (e.g. telemetry, radar, etc.). The MAAF has developed a fairly large collection of aircraft and instrument models produced for use in the Insight product. Alternative product must use these models or provide suitable substitutes at no additional cost to the government. 6. Ability to read mishap investigation project files stored in Insight (and its predecessor RAPS) format for legacy mishap investigations and MFOQA animations dating back over 15 years. 7.
