- This is a sources sought synopsis to determine the availability of potential sources capable of providing career transition seminar program services in support of the Navy Personnel Command, Flag Officer Management, Distribution and Development Office, Washington, DC. The Navy Personnel Command anticipates a contract for services to develop and conduct a career transition seminar program that is specifically designed to meet the unique needs and concerns of retiring U.S. Navy and Marine Corps flag and general officers. The level of instruction must be appropriate for senior executives and must thoroughly prepare participants to successfully enter the civilian labor market. Each seminar will provide instruction in translating executive military service into comparable civilian positions, to include the following: choosing a compatible work field, developing and honing an efficient resume and cover letter, interview techniques and considerations, translating military service to suit the needs of the civilian employer, appropriate civilian work attire, optimizing military benefits and resources, and salary and benefit package negotiation. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. A Single award, Firm Fixed Price Contract is anticipated. It may be Indefinite Delivery/Indefinite Quantity. The Government intends to use the policies contained in FAR 13.5 in its resultant solicitation for the services described herein. The NAICs code for this acquisition is 611430 and the size standard is $7.0M. Offerors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirement are invited to respond to this marketing research survey/source sought via a submission of an executive summary, no more than two (2) pages in length. The submission should include the following information: (1) company name, address, point of contact with corresponding phone number and e-mail address, and business size, and (2) relevant corporate experience references. Relevant corporate experience is defined as experience (within the last three years) that is of the same or similar scope (described briefly above), and of the same or similar magnitude (approximately 5 seminars per year) to that which is described herein. This relevant corporate experience information should identify the applicable contract number; the total contract dollar amount; contract period of performance; details of the relevant services provided to include a brief description of the services performed; and customer point of contact with corresponding telephone number and e-mail address. All submissions are required to be submitted via e-mail to rachel.armes@navy.mil no later than 4pm (Eastern Standard Time) on 30 August 2011.
