Description
BAA-RV-10-01 CALL 013 Solicitation Recent model validation efforts have uncovered the need for a better understanding of the trapping and loss processes controlling the Earth's inner radiation belt. Previous reconciliations of observed lifetimes with known loss mechanisms have come into question. Specifically, the primacy which current radiation belt dynamics models give to terrestrial very low frequency (VLF) transmitters as a loss driver at L < 2.0 must now be reevaluated and an additional (or underestimated existing) loss term identified. The influence of lightning on the inner radiation belt and slot region electrons via the generation of VLF radio waves is likely underestimated. Currently available models of this important contributor lack the required detail and validation; particularly regarding spectral content and average wave intensity in space. In addition, the VLF source function and the ionospheric attenuation incurred in the first 500 km of upward propagation are not well-characterized. This region is especially important because the wave normal distribution of the VLF radiation with respect to the geomagnetic field is a critical parameter in determining its effectiveness at pitch-angle scattering of electrons. AFRL/RVBX requires research and development efforts targeted at increasing the fidelity of existing models of lightning effects on the Earth's radiation belts. The research of interest combines full-wave modeling of known lightning source events with the exploitation of unique, newly-obtained or previously underutilized ground-, rocket- and satellite-based VLF measurement data sets. A successful effort shall produce, within two years, a validated model of VLF attenuation incurred from ground level to approximately 500 km altitude for frequencies between 1 and 20 kHz, inclusive, or some useful subset thereof. It shall also consider, at least in a statistical sense, the role of ducting in producing observed VLF wave normal distributions in space. This representation must be suitable for incorporation into a model of the flux of lightning-generated VLF radio waves into the inner magnetosphere.
