- RFQ Solicitation N00421-11-T-0376 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order on sole source basis with Syntonics, LLC, under the authority of FAR Part 12, FAR Part 13, and FAR Part 52.219-6. The Communications Resource Engineering Office has a need to transmit data from multiple locations. The data will be distributed from a SCIF; however, data shall not exit the SCIF in radio frequency (RF) form, therefore it must be converted into an optical signal. The signal will require optical cable, which is lighter and available in extended lengths, allowing the signal to be transmitted over significant distances between the SCIF and converter boxes. Syntonics is the only known source for this type of RF-over-fiber satellite communication equipment. Offerors must be registered in the Central Contractor Registration (CCR) database prior to submission of an offer to be considered for award of any DoD contract. This maybe accomplished electronically at http://www.ccr.gov/vendor.cfm. See RFQ attached Award is anticipated 22 August 2011. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 18 August 2011 at 9am will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
