- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in the notice and following the Simplified Acquisition Procedures in FAR Part 13 and FAR Part 13.5-Test Program for Certain Commercial Items. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. The US Department of Interior, through its Franchise Fund activity, Acquisition Services Directorate (AQD), is issuing this solicitation, Number D11PS19065 as a Request for Quote (RFQ) on behalf of the National Institutes of Health (NIH), a part of the U.S. Department of Health and Human Services (HHS), National Institute of Allergy and Infectious Diseases (NIAID). The resultant contract will provide access to and use of fiber optic infrastructure to give RML exclusive use, management, control, and configuration of a 10 Gigabit or greater end user connection to the NIAID network, operated in accordance with regional providers and Internet2. The following provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items. 52.212-3 -- Offeror Representations and Certifications -- Commercial Items. Note: quoters shall complete only paragraph (k) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. 52.212-4 Contract Terms and Conditions-Commercial Items including the following addenda: GovPay Electronic Invoicing Requirements: All payment requests must be submitted electronically through GovPay. "Payment request" means any request for contract financing payment or invoice payment by a contractor. To constitute a proper invoice, the GovPay payment request must conform to the requirements identified in FAR 32.905(b), "Payment Documentation and Process" and FAR 52.232-25, "Prompt Payment (OCT 2008)". To ensure the timely processing of invoices GovPay uses an automated "workflow" process to route invoices for review, approvals and payment; as required by the "Prompt Payment Act". 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders. The resultant award will be a Firm Fixed Price Contract. This is an unrestricted request for quote. NAICS Code 517110 entitled, "Wired Telecommunications Carriers", applies to this acquisition. Offerors must submit all technical questions concerning this solicitation in writing by e-mail to the Contracting Officer, shelita.saint-louis@aqd.nbc.gov and Contract Specialist Mario.gray@aqd.nbc.go. All questions must be received no later than 2:00 PM Eastern Time (ET) on August 17, 2011. Acquisition Services Directorate will answer questions, which may affect offers, in an amendment to the solicitation. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective offerors.
