Description
United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service, Eastern Acquisition Division, (EAD) intends to contract with the University of Alabama, Tuscaloosa (UA) for Utility Infrastructure to the proposed site for the National Water Center, to be located on the campus of the University of Alabama, Tuscaloosa. There is only one electrical feed available to connect to power. Power is being fed from Alabama Power via the new north location substation. All duct banks on campus are university owned and provided. This electrical connection needs to be installed by UA as they can handle any emergency situation (break), are more familiar with the system, and have the fastest response time for possible shutdown and/or repair. The UA requires that the electrical installation meets their standards as well, since they are responsible for all the maintenance of this connection. While the nature of the services may not be complex, it is the university's policy not to permit access to their utility sites by a private contractor. The University has other buildings and equipment which they do not want to put at risk for potential damage. To permit access to the sites by others could pose a liability risk to the University not under their direct contract control. This intended contract action is for this electrical connection, as stated above for which the Government intends to solicit and negotiate with only one source, the University of Alabama, Tuscaloosa, under the authority of FAR 6.302-1. Interested parties may identify their interest and capability by submitting the information requested herein. This is a notice of intent and is not a request for competitive proposals. However, any proposal received within 15 days from the date of this publication may be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the service; specify the site of interest; provide certification that they are authorized by the UA to provide this service, information on past experience and performance (point of contact, phone number, description of work, dollar value and contract number) from previous contracts similar in nature to the work required herein. If no qualified, validated responses are received, the Government intends to negotiate with the UA for this requirement. Eastern Acquisition Division, requires that all Contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information to register in CCR, please access the following web site: http://www.ccr.gov. In order to register, all firms must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. Contractors should submit their Certification and Representations thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the federal government. Contractors are encouraged to go on-line at www.bpn.gov to complete its representations and certifications. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
