Description
This notice is for information and planning purposes only and does not constitute an RFP or commitment by the Government. NAVSUP Weapon Systems Support (NAVSUP WSS) anticipates possible award of a contract for a Contractor to manage a Performance Based Logistics (PBL) program in support of the EA6B Hydraulics System. Under a PBL contract, a Contractor will carry out logistics functions for the hydraulic systems (see below) while meeting daily Fleet demand requirements (i.e., filling Fleet requisitions) within a prescribed response time to CONUS destinations. Under a PBL contract the Contractor has discretion to fill requisitions by either producing new items or repairing non-RFI (Ready For Issue) carcasses returned by the Fleet, or by doing a combination of both. Filling requisitions through repair requires utilization and management of a Navy approved repair facility for a sufficient number of repairs such that the PBL contract is compliant with 10 U.S.C 2464 s core depot level repair capability requirements. This is generally done via commercial services agreement with the current Navy repair depot. PBL contract logistics functions generally include: inventory management, warehousing, configuration management, configuration control, obsolescence management, training, and maintaining reliability. There will be 116 items covered by this contract. The referenced possible PBL contract would be anticipated to be for a five-year base period and may or may not have options.
