Description
FOR OFFICIAL USE ONLY LIMITED SOURCE JUSTIFICATION FOR WEBSENSE WEB FILTERS 1. Contracting Agency/Activity: Deputy Chief of Staff, Acquisition and Contracting, United States Army Special Operations Command (USASOC), Building E-2929, Fort Bragg, North Carolina 28310. This is a Limited Source Justification. 2. Nature and/or Description of Action and Description of Supplies/Services: a. This limited source justification is for 2000 each Websense Web Filter for the USASOC G6 for the purpose of restricting access to particular unwarranted web services during the day to day use of computers by all employed at HQ, USASOC. Web filtering is required by AR25 Sec 6-1 f. (1) "Prohibitions in telecommunications usage b. Patriot Technologies holds the only Enterprise Software Agreement for Websense under the Department of Defense (DoD) Enterprise Software Initiative (ESI) which DoD software buyers are directed to check before using any other method of acquisition per DFARS Section 208.74. 3. Authority Cited: FAR 8.405-6(a) (2), Brand Name. The equipment is peculiar to one manufacturer. The acquisition will be conducted under the authority of the DoD ESI program located on the Computer Hardware Enterprise Software and Solutions (CHESS) website. 4. Applicability of Authority Cited Websense has been previously implemented by the USASOC G6 and continued use for the product will assure continuity and no disruption of service for all of HQ USASOC. 5. Efforts to Obtain Competition, Market Research and Actions to Increase Competition: A query of the internet for the Websense found the product is manufactured by Triton who has resellers in the United States as well as globally. GSA advantage was queried as well and the item requested is under contract with the same vendor, Patriot Technologies, but at a higher cost. As stated previously, the ESA is the vehicle being used to acquire Websense as directed by DFARS 208.74. 6. Fair and Reasonable Cost Determination: This Limited Sources Justification will be posted to Federal Business Opportunities. Pricing has already been determined fair and reasonable for Patriot Technology's ESA under the ESI program. The contracting officer determines the price received represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs.
