- The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a sole source contract to Cambridge Isotope Laboratories, Inc., 50 Frontage Road, Andover, MA 01810-5413 for the acquisition of Phenol Calibration Solutions CSI-CS5. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 325199, All Other Basic Organic Manufacturing. The period of performance for this procurement is 4 months. The Division Laboratory Sciences measures ultra-trace levels of a wide variety of environmental toxicants in human specimens such as serum and milk by state-of-the-art gas chromatography/isotope-dilution high-resolution mass spectrometry techniques. Only 13C-labeled isotope calibration standards, spiking solutions and diluents can be used in our methods. We have recently developed a new analytical method for measuring halogenated phenolic compounds (HPCs) in serum. Cambridge Isotope Laboratories is the only company worldwide that can supply both individual native and 13C-lableled HPCs required for the CDC formulation in this request. These 13C-labeled isotope-dilution standards are mandatory to maintain accuracy and continuity over time in various environmental biomonitoring and health effects studies conducted by our laboratory. They are absolutely essential for the measurement of these environmental toxicants in specimens from the National Health and Nutritional Examination Surveys (NHANES). NHANES is conducted in two year cycles and, for HPCs, started in 2005-2006 and are now scheduled through 2011-2012. Use of these 13C-labeled isotope-dilution standards ensures that biases in the results will not be introduced and will provide comparability of the data among survey cycles 2005-2012 and beyond. There is no company other than Cambridge Isotope Laboratories, Inc. that can provide the custom formulated halogenated phenolic compounds (HPCs) 13C-labeled isotope-dilution calibration standards and spiking solution for the ultra-trace level analysis of these toxic compounds that meet our specifications. We conducted internet and catalog searches for halogenated phenolic compounds (HPC) chemical standard mixtures with the required CDC specifications and they are not available from any other source worldwide. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Cambridge Isotope Laboratories, Inc.. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd VIA E-MAIL ONLY at gfj3@cdc.gov with the solicitation number 02088 referenced in the subject line NO LATER THAN August 26, 2011. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.
