Description
NASA/GSFC has a requirement for 110 green extended multi-channel Photomultipliertubes (PMTs) for its Advanced Topographic Laser Altimeter System (ATLAS) instrument. NASA/GSFC intends to purchase the items from Hamamatsu Corporation of Bridgewater, NewJersey without consideration of other sources.After conducting market research and atrade study of available detectors in 2010, NASA/GSFC identified the HamamatsuR7600-300-M16 PMT as the only device that met the performance parameters for the ICESat-2mission. Subsequently, the ATLAS instrument Detector Team developed the ATLAS instrumentrequirements for the deterctor assembly based on the characteristics of the R7600-300-M16devise. The ATLAS instrument schedule would be jeapordized if a device other the theR7600 were to buese since many of the performance requirements encompass the uniquecharacteristics of the R7600.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 26, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
