- Objective. The FAA is seeking interest from Certified Small Business firms to participate in a competitive solicitation for an indeterminate number of multi-year Basic Ordering Agreements (BOAs) to be selected from those Small Businesses meeting FAA's qualification requirements as set forth in this announcement. The FAA currently has set aside approximately $31M for small businesses and has a need to expand the current pool of 4 small businesses. Firms qualified to hold a BOA will participate in competitive solicitations to provide Design/Build (D/B) services for En Route Facilities Planning and Modernization Program, which supports En Route Air Traffic Operations and the Facility Life Cycle Program Management of the 21 AIR TRAFFIC Control Centers (ARTCC), the Combined En Route Radar Approach Control Facilities (CERAPS) at San Juan, Puerto Rico and Guam as well as potential construction of NextGen Modular facilities. The contemplated BOAs are not contracts, although terms and conditions of the agreement will govern any future task orders as contractually binding in the individual task orders. The maximum guaranteed quantity for each BOA is a potential amount of at least $31 Million unless the ceiling is raised at a later date. There will be no guaranteed minimum quantity assigned to each resultant BOA Award. Requirement. Successful contractors will be awardedno cost Basic Ordering Agreement(s) and will compete in separate requests for proposals and evaluation processes for specific requirements for new and renovation services, providing all necessary labor, materials, equipment, services, and facilities for Design/Build requirements necessary to support the FAA's National Airspace System (NAS) and Capital Investment Plan (CIP), and NextGen Modular facilities with resulting task orders for successful offors. These services may include D/B Services for new and existing FAA and NextGen facilities, strategic facilities planning, cost estimating, construction support, hazardous materials abatement, and related services. The modernization and sustainment program of air traffic control and radar approach facilities encompasses almost 4 million gross square feet in the FAA regions. The CIP has two objectives: to complete existing modernization projects by 2022 and to maintain existing structures at a functionally-acceptable condition level. Current major project include renovations which focus on maintenance backlog reductions, mitigation of risks to operations which are facility-based, abatement and rehabilitation of administrative offices and training/classroom facilities, and critical infrastructure backlog projects which include roofing, plumbing, electrical distribution HVAC systems, and life safety issues. The responding firms must have at least one of the following NAICS Codes. To qualify as a small business for this acquisition the Offeror must qualify as a small business under the 236, Construction Services, small business size standard of $33.5M:236 - Construction of Buildings541310 - Architect Services236220, Airport Building & Airport Terminal Construction237310, Highway, Street, Bridges, Airport Runways, etc. Contract Type. The contract structure is a task order based Basic Ordering Agreement (BOA) vehicle. The FAA anticipates competing at least $31 million or more for small businesses. The FAA is not seeking or accepting unsolicited proposals. The component to the upcoming solicitation is as follows: Small Businesses must be certified by the Small Business Administration (SBA) as a small business entity with at least one of the NAICS Codes listed above. All contractors responding to this announcement should demonstrate their experience in the aforementioned work. Pertinent factors for consideration of qualifications are: (1) Qualifications Project Personnel; (2) Specialized Experience, which considers previous project experience similar to project scope, (3) Capacity to Perform Work in required time, which considers adequate staff size, and firm experience/past performance. (4) Experience with facilities operating in a 24/7 environment, such as hospitals, data centers, etc. The response should be specific to each of the qualifications listed above to show that the respondent has the skills and experience.
