Description
The United States Department of Agriculture Forest Service intends to issue a solicitation under Solicitation Number AG-024B-S-11-0015. This is a pre-solicitation notice for the requirement of a two-phase training course from a parachute training contractor, who is an expert in the use of double bag static line (DBSL) ram air parachute systems. The Forest Service Smokejumper Parachute Development Process and Project Plan require Forest Service smokejumpers to receive expert-level training on parachute systems that are not currently in use before any live jumping. The scope of this project is to train ten FS smokejumpers and two BLM smokejumpers in the use of DBSL ram air parachute systems. This will allow the FS to evaluate similar parachute systems during the parachute development project that is being led by the Missoula Technology and Development Center (MTDC). This training project consists of a two-phase course. The Forest Service needs a group of people experienced in DBSL deployed ram air parachutes to determine if this type of deployment is a viable option and to test this type of system during the parachute development project. The safest, most efficient way to gain this type of experience is through completion of a two-phase training course from a parachute training contractor, who is an expert in the use of DSBL ram air parachute systems. The training objectives are as follows: • Students will learn how to jump and pack a DBSL ram air parachute. • Conduct an initial evaluation of a DBSL ram air parachute as a FS d eployment system option. • Gain experience using a DBSL ram air parachute in order to evaluate systems that result from the next generation FS parachute development project. • Training shall be completed by September 2012. Phase One ground school will consist of trainers provided by the contractor who meet the requirements to provide ground school training of the following at the McCall smokejumper base located in McCall Idaho. a. DBSL system overview b. Main and reserve parachute packing procedures c. Aircraft and exit procedures d. Parachute malfunction emergency procedures e. Canopy control and landing procedure The FS shall supply the facility to conduct Phase One training. Phase one shall be conducted over the course of five days, working 8-10 hours a day. Phase Two - Trainers from the contractor shall provide training and oversight of live jumps at their facilities, covering the following topics: a. Aircraft procedures b. Exits (side door) c. Review of phase one parachute malfunction procedures d. Canopy Control e. Landings f. Video review and critiques The contractor shall supply the facility for this phase of training. This phase of training shall be conducted over the course of 5-7 days, working 8-10 hours a day depending on student progress and weather conditions. This phase shall include 10-15 live jumps per student. A Firm-Fixed Price contract award is anticipated for this acquisition. The solicitation is a total small business set aside. The North American Industry Classification System (NAICS) code the Government anticipates this requirement will fall under is 314999 (All Other Miscellaneous Textile Product Mills) with a size standard of 500 employees. The Government intends to post the solicitation on or about August 29, 2011. Once the solicitation is posted, it will only be issued electronically. It will be available only via the Federal Business Opportunities web site (www.fbo.gov). Potential offerors will be responsible for downloading their own copy of the solicitation package. No paper copies will be furnished. Potential offerors MUST register at www.fbo.gov in order to receive notification and/or changes to the synopsis and resultant solicitation. No bidders mailing list will be maintained. Any prospective offerors must be registered in the Central Contractor Registration in order to be eligible for award.
