- The U.S. Fish and Wildlife Service (USFWS), Region 4 - CGS, Atlanta, Georgia intends to negotiate a sole source procurement, in accordance with FAR Part 6.302-2 and 41 USC 253 (c) (2). The intent is to solicit a single source for the Procurement of Post-Burn Vegetation and Organic Soil Assessment. USFWS intent is to sole source the requirement to Alion Science and Technology, Inc. Burr Ridge, IL. The North American Industry Classification System code is 541620, size standard $7.0m. The purpose of this procurement is to assess the impacts of the Pains Bay Fire on Alligator River National Wildlife Refuge by quantifying above and below ground carbon loss and emissions. This contract must be implemented as soon as possible to evaluate actual and potential long-term post-fire impacts to natural resources in accordance with USFWS Departmental Manual 620 DM 3. It is the Government's belief that Alion Science and Technology, Inc. can only meet this requirement because of their unique protocol used similar assessment of impacts in 2008 Evans Road Fire at Pocosin Lakes NWR. THIS NOTICE OF INTENT IS NEITHER A REQUEST FOR QUOTATION NOR A FORMAL SOLICITATION OF OFFERS. All inquiries and concerns must be addressed in writing to the e-mail address stated herein, Attn: Artela Jacobs. Inquiries to this notice must be received by 3: 30 pm local time on August 12, 2011. As a result of evaluating responses to this letter of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement
