Description
The United States Army Contracting Command, Aberdeen Proving Ground (ACC-APG) intends to procure eighty-three (83) Cerberus systems modified to integrate with a Government Furnished "golden unit" Standard Ground Station (SGS) with initial provisioning spare parts and new equipment training. This will be priced on a firm fixed price basis in accordance with the government's performance specification and interface control documents. All base contract quantities must be delivered within 12 months after the award date. The acquisition includes options to procure up to an additional eighty-three (83) Cerberus systems with initial provisioning spare parts as well as an option to procure an additional year of spare parts for all units purchased under this contract. Should SGS production units become available as GFE prior to the conclusion of this contract, an option will be included to request the contractor to perform final verification & validation testing with delivered SGS units, package and deliver complete Cerberus (and SGS) systems to the Government on a Firm Fixed Price basis. The place of performance will be the successful offeror's designated facility and all deliveries will be FOB Destination to Huntsville, AL. The current Cerberus system is comprised of integrated components that serve as a mobile surveillance system enabling commanders to monitor, assess, and act with an appropriate degree of force to defeat threat activity from a safe distance. It detects personnel out to 8km and vehicles out to 14km. The Cerberus provides 360 degree visual coverage with an electro-optic color daytime camera, an infrared black/white day or night camera, a laser range finder with pointing azimuth indicator for precisely locating targets of interest and is towable by High Mobility Multi-Purpose Wheeled Vehicle (HMMWV). The Government is interested in procuring similar systems developed by industry for similar purposes. Under this acquisition the successful offeror will be required to modify their existing system design for compatibility with a government furnished standard ground station in accordance with a government provided interface control document or leverage existing commercial interfaces, a list of which will be included with solicitation documentation. The delivered system is expected to operate integrated with SGS as the operator interface. The following documents have been designated as Militarily Critical Technical Data; and will be made available upon release of Draft Solicitation: Performance Specification, ICD, Fly-off Test Plan, Technical Spec Cross Reference and List of Commercial Interfaces. In addition, the Technical Data Package (TDP) and training materials for the current Cerberus System will be provided to be used as reference tools only. The TDP is not a Level 3 Buikd-to-Print, and should not be used as such. Offerors must possess a Certified Military Critical Technical Data Agreement (DD Form 2345) in order to obtain a copy of the documents listed above. Offerors shall submit the certified DD Form 2345 to the Contract Specialist electronically via email at: sherelle.r.lockhart.civ@mail.mil. This acquisition is Set-aside for small business, which provides for full and open competition among small businesses utilizing best value procedures. The North American Industry Classification Systems code for this effort is 334511, which has a small business size standard of 750 employees. The Cerberus best value acquisition process will include a system demonstration at a government testing facility to be announced. The results of the system demonstration will be utilized to assess program and technical performance risk to support the best value source selection decision. All parties interested in doing business with Army Contracting Command - Aberdeen Proving Ground (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) (ACC - APG (C4ISR)) are invited to access the Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi?ASFI_FAQ.cfm. The Government anticipates the draft solicitation and associated documents to be issued on or about 11 August 2011. Upon accessing this web page, look for the tab titled "ASFI for Industry". Under the "ASFI for Industry" tab you will be able to: check for business opportunities by clicking on the Contract Opportunities Search link, receive notifications by clicking on the Vendor Notification Service link. Vendor cannot submit responses via the Vendor Bid History. Vendors can only view "high level" information regarding the response. No registration is needed for the Vendor to browse for business opportunities. For the Vendor to receive notifications he merely needs to provide company Commercial and Government Entity (CAGE) Code and E-Mail address. To submit a response the Vendor must provide the CAGE Code and Marketing Partner Identification Number (MPIN). Your company must be registered and current in the Central Contractor Register (CCR) in order to submit bids/proposals on ASFI. Please be advised that hard copies of the solicitation will not be made available. You must download solicitation documents from the ASFI. Instructions on how to use ASFI to include; receiving notification, submitting and uploading bids or proposals, formatting and system requirements are provided at https://acquisition.army.mil/asfi?ASFI_FAQ.cfm.
