SOO DRAFT 2 DRAFT 1 INFORMATION SOURCES SOUGHT -- Paint: CASA-HC-144A CATEGORY: External Strip and Paint HC-144A (CASA CN235) Aircraft CONTACT: Attn: JJ Tirak MRS Product Line Engineering, c/o Commanding Officer, U.S. Coast Guard Aircraft Logistic Center DRS Hangar, HMF 2 1060 Consolidated Road Elizabeth City, NC 27909 BACKGROUND: The U.S. Coast Guard (USCG) currently operates twelve HC-144A aircraft. The HC-144A is manufactured by Airbus Military (formerly EADS CASA) based in Seville, Spain. The base CASA CN-235M aircraft provides the foundation for the HC-144A. Changes to base aircraft configuration and the addition of supplementary systems have been combined resulting in a CG01 version of the CN-235M, the USCG HC-144A Maritime Patrol Aircraft. End state for the fleet size is still under review but could include as many as 36 assets. These aircraft will undergo depot maintenance every four (4) years at which time they will require exterior paint removal and application of a new paint system. These aircraft are operated differently from general aviation in that they support the Coast Guard Search and Rescue (SAR) missions, as well as surveillance, and reconnaissance missions. USCG HC-144A missions require frequent operation at lower altitudes and in salt-laden environments. These environments accelerate corrosion on airframe structures and components of the aircraft. SYNOPSIS: The U.S. Coast Guard (CG) is seeking information and industry comments from potential sources that can provide exterior strip and paint services for the Coast Guard HC-144A. The HC144 is constructed of both metal and composite panels and structures. OBJECTIVE: The Coast Guard has two objectives: 1. To identify potential sources who are a Federal Aviation Administration (FAA) Part 145 authorized repair center with the experience and facilities for painting aircraft. 2. To review and provide industry comments for the attached Statement of Objectives and the draft HC144 paint drawings 1100-11-1 and 1100-11-2 attached. Please respond to the following questions: (1) Is your business a large or small business and how many employees? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified hub zone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? (7) Is your product listed on a GSA schedule? (8) Do you have other government agencies using the product, and if so which agencies, POCs and contract numbers? (9) If possible, any POCs for civilian users for general usage of product questions. After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published in the Federal Business Opportunity (FBO). Responses to this sources sought synopsis are not adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. Again, this is not a request for proposals and in no way obligates the USCG to award any contract. TELEPHONE RESPONSES WILL NOT BE ACCEPTED. Responses must be received no later than 30 September 2011 at 1545 hours (3:45 PM EST). Firms responding to this announcement that fail to provide all of the required information cannot be used to help the USCG make the appropriate acquisition decisions which is the intent of this sources sought notice. This notice is to help the USCG in determining potential sources only. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. All interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation. Organizations having the required expertise and capabilities are invited to provide comments. The information contained here shall pertain to this sources sought and shall not be construed as a solicitation for painting the Coast Guard's HC144 aircraft. The Coast Guard does not intend to pay for the information received.
