- Revisions to iMedConsent Training Modules I. Introduction: This sources sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. The Veterans Health Administration is seeking interested sources (contractors) for a near-future solicitation and procurement of revision services to the iMedConsent Training Modules. At this time no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. This nationwide effort will include a subscription that is available to all Veterans Affairs facilities. II. Background: The National Center for Ethics in Health Care (NCEHC) of the Veterans Health Administration (VHA) is seeking a contractor to update two online training modules which help VHA clinicians and staff members understand and use the iMedConsent software package. III. Requirements: SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Specific requirements for each training module are contained in Section B. 1.Task One: The contractor shall develop a detailed work plan and briefing for the VA project team, which presents the contractor's plan for completing the task order, including specific milestones and timelines. Deliverable One: Work plan and briefing 2.Task Two: The contractor shall develop a detailed plan for the design and functionality of the revised education modules. Draft plans and storyboards shall be presented to the COTR for review and feedback. Deliverable Two: Plans and storyboards for training modules 3.Task Three: The contractor shall deliver access to prototypes of the updated training modules. The modules will be fully functional, running on Deliverable Three: Prototypes of training modules 4.Task Four: The contractor shall incorporate all COTR-directed feedback on the prototype modules into the final training modules. Deliverable Four: Final delivery of completed training modules 5.Task Five: To ensure complete functionality within the VA TMS environment, the contractor shall work with VA staff as needed to ensure the course navigates, passes data to and from the TMS correctly, and displays correctly to users of the course. Section B: Specifications of training modules Training modules must be focused to serve an audience of adult professionals in a work environment who have severe restrictions on their time. Online resources must be fully compatible with all major web browsers. Modules must be installed and fully functional both the VACO server hosting NCEHC files, and installed and fully functional on the VA TMS website. The course shall be produced using non-proprietary, industry standard programming or authoring tools (ex. HTML, xHTML, CSS, include, JavaScript, Flash, Photoshop, Captivate and Dreamweaver). The VA utilizes Adobe Flash CS3 (preferably ActionScript 2), Adobe Dreamweaver CS3, and Adobe Photoshop. Development of the course shall conform to the VA Standard Desktop Configuration available in Appendix A. The course shall be conformant with the SCORM version 1.2 or 2004 (v. 2). Version of SCORM will be determined by the VA within the first two weeks of award of contract. iMedConsent Training Course Content and courses are described as follows: iMedConsent End-User Training. The online learning module aids clinicians in learning how to utilize all aspects of the iMedConsent software program. The module will take approximately 20 minutes to complete. Chapters in the module will include the following content: 1.Launching iMedConsent and trouble shooting (e.g., Clinical Context issues) 2.Intro to the iMedConsent interface. i.Language ii.Views iii.Gallery 3.Selecting and completing a consent form. i.Searching ii.Specialties (including related documents) iii.Favorites iv.All documents to sign v.Basic and Step-by-Step vi.Selecting single and multiple documents vii.Completing a consent (Step-by-Step, Basic, and Spanish) 4.Overview of patient education resources (drug information, anatomical pictures and diagrams, education materials at 2 reading levels) 5.Completing an advance directive. iMedConsent Administrator Training. The facility-based VHA employees who maintain and update the iMedConsent software program are responsible for a variety of tasks. The Administrator Training module will take approximately 120 minutes to complete from start to finish. However, the module should facilitate learning in "chunks" so that trainees are able to choose chapters of interest and complete them independently as needed. This online module will include chapters on how to: 1.Build new forms and documents in iMedConsent a.Child consents b.Normal documents c.Progress note which populates non-signature data from a "Normal Document". d.Importing and exporting documents e.Insert header f.Edit Header g.Understand types of fields h.Search and Insert field i.Create Field j.Copy/Modify existing field k.Edit the Non-Editable Facility and Directions fields l.Editing the Additional Information Screen - policy review m.Edit Facility Specific field n.Edit a field o.Image Editor p.PDF Documents q.Overview of Field Order and Creating Rules for Normal Documents 2.Spanish User Interface Features 3.508 Mode 4.Document Activity Profiles (DAP's) a.Understand all sections of a DAP and what each controls b.Build DAP to support a new normal document and a new associated progress note c.Sharing (Shadowing) Consent and Non-Consent Forms Across Multiple Specialties 5.Troubleshoot technical problems as they arise. a.Orphaning and unorphaning documents b.Error log c.Job monitor d.Deleting Unnecessary Files from the iMedConsent Server 6.Generate usage reports. a.Content Library b.Content Usage c.Content Usage by Specialty d.All Documents to Sign 7.Use of Package Manager 8.Administrator "Favorites Management" 9.Associating documents (creating "related documents") 10.Effectively manage responsibilities related to program maintenance. Attachment C: VA Standard Desktop Configuration Software. This is the VA standard office automation software suite. This standard is current as of April 2006. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 3 pages in length, single spaced, 12 point font minimum. The Government will not review any other data or attachments that are in excess of the 3 pages. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements.
