- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Environmental Protection Agency (EPA) intends to purchase two (2) Autosamplers (See specifications below). Responding offerors shall include quotations and descriptive literature with their response to allow the Government to make a complete evaluation and appraisal of the quote. ALL QUOTES ARE DUE BY TWELVE THIRTY (12:30) P.M. EASTERN STANDARD TIME Monday, AUGUST 22, 2011. The Point of Contact for this acquisition is Lynette Rocke (404) 562-8428. Quotes shall be emailed to rocke.lynette@ea.gov. Two (2) Volatiles Purge and Trap Autosamplers and Preconcentrators. Autosampler #1 must have: - A recirculating bath capable of keeping samples cooled to 6°C - A full 100 position autosampler (90 soil), thatwill interface to any concentrator for maximum versatility - Capability to work with dual concentrators. One Autosampler must be able to work with 2 concentrators (1 being a Velocity XPT concentrator) and feed 1 6890/5973 Agilent GC/MS - Separate needles used to process water and soil samples - 3 internal standard addition valves and the valves must not have any moving or rotating parts that can be clogged or scored. They must also be fully programmable in 1 uL increments. - 5 mL inert PEEK sample loop - A built in a Minimizer Valve that removes soil side contamination by diverting a portion of the concentrators bake flow through the soil pathway and out the soil needle - The capability to extract multiple 5 mL water samples from one vial without removing the needle from the vial - Fiber optic sensors to confirm the pick-up of the soil vial and delivery of the soil processing station - The capability to perform a system leak check through the concentrator - A large 15 liter blank water bottle - The capability to make sample dilutions - The capability to extract 5mL from a water sample without picking up the vial and moving it - The capability to adjust how far the needle goes down into the VOA vial before sampling a water for transfer to the sparge tube Autosampler #2 must have: - The plumbing required if we should ever need to install a recirculating bath capable of keeping samples cooled to 6°C - A full 100 position autosampler (90 soil), that will interface to any concentrator for maximum versatility - The capability to work with dual concentrators. One Autosampler must be able to work with 2 concentrators (1 being a Velocity XPT concentrator) and feed 1 6890/5973 Agilent GC/MS - Separate needles used to process water and soil Samples - 3 internal standard addition valves and the valves must not have any moving or rotating parts that can be clogged or scored. They must also be fully programmable in 1 uL increments. - 5 mL inert PEEK sample loop - A built in a Minimizer Valve that removes soil side contamination by diverting a portion of the concentrators bake flow through the soil pathway and out the soil needle - The capability to extract multiple 5 mL water samples from one vial without removing the needle from the vial - Fiber optic sensors to confirm the pick-up of the soil vial and delivery of the soil processing station - The capability to perform a system leak check through the concentrator - A large 15 liter blank water bottle - The capability to make sample dilutions - The capability to extract 5mL from a water sample without picking up the vial and moving it - The capability to adjust how far the needle goes down into the VOA vial before sampling a water for transfer to the sparge tube Both concentrators must have: - Electronic flow control for programmable flow rates and automated leak and flow check ability - Moisture control during purge cycle to reduce sample desorption pathway and create a consistent moisture control parameter regardless of desorb flow rate or desorb time. - Front mounted traps for easy access - Superior chromatographic resolution - Early head start signal during bake which tells autosampler to begin processing the next sample, shortening overall cycle time - Ability to interface to any autosampler and GC, GC/MS - Purge-side moisture control which removes dead volume on the desorption pathway - Programmable temperature on the moisture condensate trap - Desorb pressure control allowing the user to program in a pressure of the trap before desorption - Desorption flow control allowing the user to control the flow across the trap independent of the GC split ratio - Electrically actuated 8-port valve with a 45° rotation and a replaceable valve rotor (PEEK) - On-Board Windows XPe Operating System - 10 inch color VGA monitor - 5-mL fritted sparge vessel - SilcoSteel Tubing, 0.020 ID 60¿ Standard and Siltek Tubing and Siltek treated fittings throughout the sample pathway - The capability to heat the sparge vessel during the bake cycle to reduce carryover - Fiber optic-based foam/overfill sensor with adjustable sensitivity which can be programmed to stop or switch to needle sparge
