Description
Request for Quotation The U.S. Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center, located in Honolulu, HI. is seeking a contractor who will provide additional staff and support services to expand the CFBS pilot project in American Samoa, and to assist in developing and testing methods for recording species-level length and weight data for total catches by local fishermen. In addition to length-weight frequency sampling of the entire catch, the contractor will collect certain tissues (gonads and otoliths) from a subsample of the catch for use in determining life history parameters (age-at-length, growth rate, longevity, fecundity, size-at-first maturity). The contractor will also retain a smaller number of fin clips for stock identification and DNA sequencing, and even fewer whole ("voucher") specimens to help document taxonomic identification. Tissue samples will be preserved, stored and provided to the Barcode of Life database via the PIFSC. The contract will expand the CFBS pilot project to include a broader network of collaborating fishermen and fishing gears throughout the islands of Tutuila and Aunu'u. Sampling frequency will be increased from two or three early mornings a week, to five full days per week, timed in accordance with the arrival of fishermen from either day or night time fishing. The contractor will further develop a quick-response communication network between DMWR, contractors and fishermen to provide a timely call and response to incoming fishing trips for biosampling and will follow collection and processing of samples from the docks to the laboratory, including removal of otoliths, gonads and fin clips, preparation and curatorship of samples, and shipping to PIFSC. NOAA intends to issue a fixed price purchase order with a period of performance for twelve months. To be considered, firms must furnish detailed information concerning their capability to provide service. Such information shall include, at a minimum, name, telephone number and address of concerns for which you have furnished this service previously. Information should provide sufficient detail that demonstrates the firm's knowledge and ability to perform the requirement. This support service is being procured under the guidelines of FAR Part 12, Commercial Items Procedures as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This is a simplified acquisition estimated value not to exceed $100,000.00. The entire solicitation is attached. No further solicitation documents will be issued.
