Description
The Denver Acquisition and Logistics Center intends to solicit for the acquisition of services to administer, maintain, and improve the Applied Learning Center Program. The objective of this effort is to address competency gaps within the VA Acquisition Workforce by: 1.Improve the design, development, technology platform, and administration of assessments in accordance with lessons learned from field tests and production assessments previously delivered. 2.Maintain the subject matter content developed under contract VA-798A-P-0117 in accordance with evolving specifications for psychometrically valid and reliable assessments. 3.In coordination with the VA Acquisition Academy, identify and map learning intervention content for all three components of the acquisition workforce, including maintaining and updating the learning content data as new interventions are developed by various training institutions. 4.Administer assessments to the contracting, contracting officer technical representative, and program/project management members of the acquisition workforce. 5.Produce reports of results of the administered assessments. 6.Analyze results of the assessments and present recommendations for improving assessments, training programs, and acquisition career management initiatives for the VA acquisition workforce. The key personnel listed below are considered essential to the work to be performed: 1.Project Director - Must be recognized as a government-wide expert in the field of federal acquisition management with particular experience in acquisition career development and assessment methodology. The candidate should have management experience at senior levels, preferably in both government and the private sector to bring a wide perspective on acquisition career management to the Department of Veterans Affairs. Familiarity with VA career management programs is considered a plus. The candidate must hold at least a masters degree, preferably in an acquisition-related field of study. 2.Project Manager - Must have experience as a project manager of assessment programs, including experience with assessment software platforms. Specific experience with QuestionMark Perception is highly desirable. The candidate must have a bachelors degree or higher. 3.Psychometrician - The candidate must hold a Ph.D. and have specialized experience in assessment design and the statistical analysis and interpretation of results as it applies to the organization's career development programs. The place of performance for this effort is the Department of Veterans Affairs, Office of Acquisition Career Management, 1722 I Street NW, Washington, DC 20420. This solicitation is expected to result in one firm-fixed price contract for the period of October 1, 2011 through September 30, 2011, with four (4) one-year options to be exercised at DALC discretion. The electronic solicitation is expected to be released on September 1, 2011.
