- Description
- The NAVSUP Fleet Logistics Center, Norfolk (FLCN) in Norfolk, VA 23511 intends to procure a firm fixed price type contract and will utilize procedures under FAR Part 13.5 Test Programs for Certain Commercial Items (Clinger-Cohen). This procurement will be set aside as a sole source requirement to Covidien for the maintenance of three (3) separate Liebel Flarsheim Imaging Systems. The applicable NAICS code is 811219 with a small business size standard of $19 million dollars. The contractor shall provide maintenance services for three Liebel Flarsheim Imaging Units which will include on-site corrective repairs, normal working hour coverage, 24-hour emergency service, and routine preventive maintenance service to DOD owned equipment. The period of performance for the resulting contract will be for one (1) base period, beginning 10 October 2011 to 30 September 2012 with four (4), twelve-month option periods including FAR Clause 52.217-8 Option to Extend Services . All options will be evaluated in accordance with FAR 17.206(a). A complete solicitation package will be available for download via NECO at http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov on or around 18August 2011. The proposed contract action is for commercial services for which NAVSUP Fleet Logistics Center Norfolk Contracting Department intends to solicit and negotiate with only one source under the authority of FAR 13.501(a) (1) (ii) due to the fact that only Covidien trained technicians are allowed to work on Liebel Flarsheim Imaging Units. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals, however, all bids, proposals, or quotations received by closing date will be considered by the government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. FLCN will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to self-certify may be grounds for the Government to refuse the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
