- NASA/Johnson Space Center (NASA/JSC) has a requirement for a VISAR MULTI-BEAMMODULE. NASA/JSC intends to purchase this item from VALYN V.I.P. VALYN V.I.P. is the solemanufacturer of the VISAR system that is currently in use within JSC-Energy Systems TestArea (ESTA). The VISAR interferometer changes the Doppler shift in frequency intooscillations between bright and dark output from the interferometer. The changes in lightamplitude are converted into changes in electrical voltage and recorded by componentswithin each Beam Module. Voltage histories are then converted into velocity histories bydata reduction software on a PC. The Multi-Beam VISAR uses a separate Beam Module for each beam, i.e., each point to bemeasured simultaneously by the VISAR. All beams pass together through the same VISARinterferometer, then are separated and delivered to their assigned beam module viaoptical fibers. Due to compatibility issues, NASA/JSC intends to purchase the Multi-BeamModule from the same manufacturer, as five beam modules of the exact configuration arecurrently in use at JSC-ESTA. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to LaToy Jones at latoy.j.jones@nasa.gov not later than 4:30 p.m. localtime on August 25, 2011. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
