Description
The purpose the of this synopsis is to notify potential offerors of the Transportation Security Administration's (TSA) intent to issue a Request for Proposal (RFP) (Solicitation Reference Number: HSTS01-11-R-HRM122) in support of the Office of Human Capital's Higher Education Coordination Project. In September 2008, TSA initiated the Associate's Program pilot that granted Transportation Security Officers (TSOs) the opportunity to take college level courses in Homeland Security. Under the pilot program, the contractor coordinated with TSA and community colleges to arrange for TSOs to take the three initial courses that were held at local community colleges within proximity to Baltimore-Washington International airport (BWI), Washington Reagan National airport (DCA) and expanded to San Antonio International Airport (SAT) in January 2009. TSA seeks to expand the initial pilot and provide TSOs at airports throughout the U.S. and its territories the opportunity enroll in courses and pursue a college degree through the Associate's Program. TSA seeks a Contractor to provide the following services in support of the TSA Associate's Program. - Manage the overall program including coordinating with airports & educational institutions, course launch and management. Establish relationships with the appropriate TSA airport personnel and educational institutions already participating in the Associate's Program, and expand the program to airports throughout the U.S. and its territories, and educational institutions (colleges) within proximity to the airports -Coordinate the delivery of the courses for participating TSOs. Course delivery includes, but is not limited to, coordination with all the TSA airport points-of-contact and educational institution(s), and payment of books and tuition. -Make tuition assistance payments to the education institutions for TSA employees seeking to continue their education to complete an Associate's degree. This procurement will be conducted as a 100% 8(a) Set-Aside using North American Industry Classification System (NAICS) Code 611"Educational Services." The RFP will be posted on or about 09/06/2011.
