- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA),, Simplified Acquisition Team intends to negotiate on a sole source basis with George Ohring using the procedures in FAR Parts 6 and 13. The Climate Research & Applications Division has a requirement for the planning and editing of STAR Book The purpose of this effort is to assisting the design, planning, and editing of a book which will provide an overview of the scientific activities carried out at the NOAA/NESDIS Center for Satellite Applications and Research (STAR). The book is expected to consist of 30 to 50 two-page articles, each of which will summarize a STAR project. The articles will be written at a level understandable by a person with a moderate level of scientific understanding. Dr. Ohring is currently a consultant to NOAA, where he assists the agency's Satellite Meteorology and Climate Division and Joint Center for Satellite Data Assimilation. Prior to his retirement at the end of 2000, he directed the NOAAlNESDIS Climate Research and Applications Division (and its predecessor, the Satellite Research Laboratory; peak staffing of 50 scientists, mostly Ph.D., and support personnel) with responsibilities for planning, implementing, and directing a program to develop and apply satellite observations to monitoring and prediction of the Earth's atmosphere, oceans, and land surface. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541712, 500 small business size. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Amy.Sanderswhite@noaa.gov by August 29 2011, 10:00 a.m. local time. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-53. The determination to compete or not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
