- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), DART, EPHB HLPT Branch, hereby announces its intent to issue a purchase order to TiER1 Performance Solutions to redesign, revise and develop educational and informational web-tools for the NIOSH power tools database website, Noise Control Compedium document, "buy quiet" roadmap and Safe-In-Sound award. Project Background: NIOSH advocates the primacy of engineering controls for controlling workplace exposure to noise. This policy states that, whenever feasible, engineering controls should be used to prevent workplace exposure to hazardous chemicals and physical agents such as noise. Other less protective forms of control such as personal protective equipment (PPE), work practices, and administrative controls should be used only when engineering controls are not feasible. It is given that noise induced hearing loss (NIHL) is one of the most common occupational illnesses in the United States. Occupational hearing loss is a permanent illness, with no recovery currently possible. Hearing loss severely impairs the quality of life, and in its most severe degree, presents a handicap that prevents the worker from being able to communicate effectively at work and at home. The effects of NIHL may be immediate hearing loss that is permanent and/or may be accompanied by tinnitus. Tinnitus is a ringing, buzzing, or roaring in the ears or head. The effects of hearing impairment also have serious consequences to the individual's ability to communicate in social and family settings, recognize auditory warnings, and may lead to added job stress and decreased job performance. Requirement: Assistance in revising existing power tools database website for ease of use and understanding, converting the Noise Control Compendium document into a web based training and information tool, customizing existing web based "buy quiet roadmap" for application to large construction firm, and assisting in the developmet of a Safe-In-Sound award application website. These services require extensive experience in the development of web based educational tools and utilization of advanced marketing skills. The sole source contract brings together creative marketing, web based educational design and development techniques, implementation, and post implementation effectiveness analysis expertise. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing information to Kimberly P. Groves, CDC NIOSH, 1095 Willowdale Road, Morgantown, WV 26505, Reference 2011-Q-13912. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with TiER1 Performance Solutions, 6 East 5th Street #400, Covington, KY 41011 as the only source and a purchase order will be issued without any additional notices being posted.
