- Sources Sought M249 Short Barrel Blank Firing Attachment (BFA) Description: This notice is a Sources Sought announcement. The Army Contracting Command, Picatinny Arsenal, NJ 07806-5000 in support of the Project Manager Soldier Weapons, is conducting a market survey to identify potential sources for the manufacture and delivery of M249 Short Barrel Blank Firing Attachment (BFA). The M249 Short Barrel BFA is to be manufactured, inspected, packaged and shipped in accordance with the Government Technical Data Package (TDP) Part Number 13013543. The M249 BFA is a metal accessory that attaches to the short barrel of the M249 Squad Automatic Weapon (SAW) to fire blank ammunition in training exercises. The M249 Short Barrel BFA utilizes a quick attach/detach mechanism and allows the M249 SAW to operate with blanks by increasing the pressure in the barrel to that of service ammunition by partially obstructing the bore, allowing venting through a fixed annular clearance between the barrel bore and the BFA stem. The M249 BFA is currently an SBA 8(a) program; However, unless 2 or more interested 8(a) companies do not qualify for the future solicitation, this acquisition could potentially be removed from the 8(a) and thereby opened up to all potential companies. This notice is to determine if there are interested sources capable of manufacturing the M249 BFA. A potential buy on a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract with an estimated minimum quantity of 4,000 BFAs and an estimated maximum quantity of 120,000 BFAs is being planned. The selected contractor/s will be required to successfully complete a First Article sample test, and ongoing lot acceptance tests. A First Article Test Report shall be required to be submitted to the Government within 180 days after contract award. Monthly production deliveries shall begin within 45 days after United States Government (USG) approval of the First Article Test Report and shall continue at a production delivery rate of approximately 1,000 per month. All responsible, interested offerors are encouraged to submit their capabilities/qualification data, their Small Business Size Certification information, and any pricing history on similar priced item information in hard copy or via email, within 30 calendar days to: Army Contracting Command, ACC-PICA-SW, Bldg 09, Attn: Dan Potempa, Picatinny Arsenal, NJ 07806-5000. All information is to be submitted at no cost or obligation to the Government. NO TELEPHONE INQUIRIES WILL BE ACCEPTED. Any information provided will not be returned. This is a sources sought notice only and should not be construed as a Request for Proposal or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market survey. All information is to be submitted at no cost or obligation to the Government. NOTES: If/when a solicitation is released, the following information is provided for your use in order to obtain the TDP: 1: The TDP for the M249 Short Barrel Blank Firing Attachment (BFA) will be marked Limited Distribution D, distribution authorized to the Department of Defense and its DoD contractors only. To obtain a copy of the TDP, AFTER the Solicitation package is released, interested contractors must mail/email, to the POC listed below, a signed and approved DD Form 2345 (Military Critical Technical Data Agreement). In addition, a copy of the companys State/Provincial Business License, Incorporation Certificate, Sales Tax Identification Form or other documentation which verifies the legitimacy of the company must accompany all DD Forms 2345. The DD Form 2345 can be obtained at: www.dlis.dla.mil/jcp. At the top of the website page, open library on the blue bar. Scroll down to the Other Forms section on the page and double click on DD 2345. The above referenced TDP will not be released until a signed and approved DD Form 2345 is received along with the Non-Disclosure Form. 2. To facilitate validation of the contractor certification, AMSTA-AR Form 1350 will be included in solicitations for contractors to complete and return (with all appropriate supporting AMSTA-AR Form 1350 supporting documentation) to the contracting officer for processing prior to release of any restricted TDPs. The form becomes part of the permanent file documentation. Additionally, a signed U.S. Government Non-Disclosure / Non-Use Agreement will be provided and must be signed and returned as well. The TDP will be supplied on a CD ROM disc and will be an Exhibit with the Solicitation package. It will be marked with a Distribution D restrictive marking which limits distribution to US based Department of Defense (DoD) contractors only. This TDP contains technical data whose export is restricted by the Arms Export Control Act (Title 22. U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979(Title 50, U.S.C., App. 2401 et seq.), as amended. Violators of these export laws are subject to severe criminal penalties. 3: DD Form 1350: Question 5 - obtaining an ITAR number from the United States Department of State will be required of any company that will be manufacturing Department of Defense articles listed on the United States Munitions List.
