Description
The Government intends to negotiate and award a sole source contract to United States Marine Inc. in accordance with (IAW) Title 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy the agency requirements IAW FAR 6.302-1. The Special Operation Craft are exposed to an extremely arduous and harsh environment. This type of exposure includes; extreme weather variations, severe sea states, and constant usage by the Special Warfare Combatant Craft Crewman (SWCC) operators. The parts being requested for the Combatant Craft Forward Looking Infrared (CCFLIR) system are specifically designed and the only ones compatible for this system. United States Marine Inc. (USMI) the Original Equipment Manufacturer (OEM) is the only know source for these parts and funding has already been incurred by the OEM to design and manufacture these parts. Procuring from the OEM will reduce the likelihood in any duplication of effort or costs. The requested spares are essential for system stability and most importantly to the safety of crew and passengers. Replacing worn out parts also prolongs the life of the CCFLIR. IAW FAR 5.207(c)(15)(ii), All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteendays after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Electronic procedure will be used for this solicitation. Only email submission of quotation will be accepted. No telephone requests. IAW FAR 5.207(c)(12)(i) - Buy American Act/Free Trade Agreements/Israeli Trade Act: One or more of the items under this acquisition is subject to Free Trade Agreements.
