Description
The Mission and Installation Contracting Office Command-Fort Rucker, Fort Rucker, Alabama (CCMI-RUK) intends to award a sole source contract under the authority of 10. U.S.C. 2304(c)(1); FAR 6.302-1(a)(2)(iii), Only one responsible source and no other company will satisfy agency requirements, to Survival Systems Limited, 40 Mount Hope Ave, Dortmouth, NS, B2Y 4K9. The Contractor will supply and install one man-rated hoist already in production that meets the following specifications: Helicopter Underwater Egress Trainer/ Modular Egress Trainer (HUET/ MET) handling system of at least twice rated operating capacity (minimum 10,000Kg). The actual man rated capacity of the handling system takes account of applicable impact and safety factors. The handling system is rated for continuous usage ten (10) hours per day. The HUET/MET handling system incorporates a range of safety features to minimize any risk to personnel engaged in training exercises, a range of operational features aimed at effective and efficient delivery of training, and features to mitigate against deterioration in a humid aquatic environment as well as to preclude against release of foreign substances into the pool. The system meets all specification as outlined in the International Codes and Standards which include but not limited to the United States Navy Naval Facilities Engineering Command DNV Standard for Certification, Directive 2006/42/EC of the European Parliament and of the Council of 17 May 2006 on Machinery, European Standard EN 14502-1:2005 Cranes - Equipment for Lifting Persons - Part 1: Suspended Baskets. The HUET/MET handling system shall be installed on a box-beam that can at any point in the future, be taken down and moved to another facility if deemed necessary by the government. This action will result in a Firm-Fixed Price contract. This Notice of Intent to award a sole source contract is NOT a request for competitive proposals.
