Description
The National Marine Fisheries, in Boqueron, PR intends to procure services from The Nature Conservancy (TNC) for a policy analysis to summarize environmental regulations in the Virgin Island (VI) Code. The information will be used to create training modules for U.S. Virgin Islands (USVI) Department of Planning and Natural Resources (DPNR) staff and persons in the VI justice system, including legal clerks, attorneys, and judges. The summary of regulations includes information regarding water quality, earth change and associated sediment and erosion control, stormwater management, boat use, and fisheries management. The goal of the project is to compile information regarding existing regulations and the effectiveness of enforcement for the protection of the coral reef ecosystem in USVI. The Nature Conservancy (TNC) is already working on a policy analysis to assist the USVI government in fulfilling its coral conservation goals. TNC's policy analysis includes a summary of the VI code related to regulations protecting corals, as well as an analysis of the mechanisms for processing violations. TNC is gathering the information in order to train DPNR and members of the USVI judicial system in the prosecution of environmental cases. This project is being initiated as a component of the National Marine Fisheries Service's (NOAA Fisheries) efforts as part of the NOAA CRCP mandated in part by the Coral Reef Conservation Act of 2007 and on behalf of the Coral Reef Task Force established by President Clinton in June 1998 through Executive Order #13089. The Executive Order, identified as Coral Reef Protection, seeks to "preserve and protect the biodiversity, health, heritage, and social and economic value of U.S. coral reef ecosystems and marine environment." NOAA Fisheries does not have the resources or expertise to carry out the analysis of the existing VI code environmental regulations for protection of the coral reef ecosystem in partnership with DPNR. TNC is currently working with DPNR and has begun an analysis of the environmental regulations specific to corals, in particular regulations related to boat use and coral collection. TNC is also working on using the policy analysis information to create training materials for more effective prosecution of environmental cases. NOAA Fisheries proposes to broaden the scope of TNC's on-going analysis to include the entire coral reef ecosystem and regulations related to other aspects that could impact the marine environment such as coastal construction and associated sediment and stormwater management and fisheries management, and to create the training modules required by NOAA Fisheries' internal CRCP-funded FY11 project. Accordingly, the use of TNC as an intermediary is the only known mechanism available to NMFS to accomplish this project and satisfy the requirements of the CRCP project in terms of the creation of product deliverables. TNC is a tax-exempt 501(c)(3) organization governed by a worldwide, volunteer Board of Directors and is managed from its office in Arlington, Virginia. To achieve TNC's place-based mission, the Board of Directors has established chapters at the state and country level. The US/British Virgin Islands initiatives of TNC are managed out of their office on St. Croix. TNC's program in this region is focused on coral reef restoration and management of protected areas. In order to meet the objective of this work assignment, the contractor shall perform the following work in two distinct tasks: review and summary of environmental regulations in the VI code that contribute to coral reef ecosystem conservation (water quality, fisheries, boat use, etc.); and collaborating with NOAA Fisheries in the creation of training modules. Task I. Review and Summary of Environmental Regulations Task II. Creation of Training Modules The government knows of no other company able to supply this type of service besides TNC. Firms who believe they can provide these services that will meet all the requirements specified herein, must furnish detailed information concerning their capability to provide the service and satisfy the Government's needs. Along with descriptive literature on the equipment being offered must be provided. In addition shall include name, telephone number and address of concerns for which you have furnished this type of equipment previously. Interested parties must respond within (10) days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to TNC. The Eastern Region Administrative Division (ERAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR).
