- The National Oceanic and Atmospheric Administration (NOAA), and National Marine Fisheries, in Miami, FL intends to award a purchase order to Mr. Miguel Figuerola, a marine scientist practicing for 24 years in Puerto Rico to lead the field work for juvenile abundance of silk, Blackfin and vermillion snapper and spatial and termporal abundance trends inside and outside of marine protected areas (MPA's) Mr. Figuerola has extensive experience having lead field sampling projects for the Puerto Rico Department of the Natural Environment (DNER), Fisheries Research Laboratory (FRL) focusing on a diverse variety of marine resources. His professional history as a lead marine researcher for the DNER, FRL brings to this project a high level of knowledge and familiarity with the Puerto Rico marine environment in which this project will be conducted. His ability to plan, coordinate and supervise the personnel of the scientific studies carried out by the Research Program of the FRL is key to the success of this project. Mr. Figureola has extensive experience in preparing sampling schedules, leading field trips and other sampling activities associated in gathering an array of life history data (age, growth, maturity, etc.) and are highly skilled in conducting field sampling under a variety of environmental conditions. His experience in working in difficult and often harsh weather conditions and skill needed to accomplish difficult tasks will bring important technical skills to this research. Mr. Figureola ‘s experience with leading and major field projects includes the ability to analyze and summarize the data collected, and write annual and final reports. Mr. Figuerola's extensive professional comprehensive background including designing and reviewing of research programs in conjunction, with his vast experience in leading multi-disciplinary teams' will be a key asset to the success of this project. In addition, his level of knowledge of the local US Caribbean fisheries is not widely available. Utilizing Mr. Figuerola in this project enhances the success of this project and reduces significantly the quantity of time that would be needed to familiarize other entities in the unique regional aspects of the fisheries in the US Caribbean and in particular with conducting field sampling activities of this nature. The primary objectives of this project are 1) to quantify the juvenile (age 0) abundance of three important deepwater snappers species (silk, blackfin, and vermillion) off the west coast of Puerto Rico, 2) to quantify the variability spatially and temporally, and 3) to evaluate variability in abundance inside and outside of marine protected areas. This information is required in order to carry out credible stock assessment analyses and to inform managers regarding critical biological parameters. Information collected will be provided to NMFS stock analysts and managers from the USVI, DPNR (DFW) and Puerto Rico, DNER for use in ongoing stock assessment evaluations. Specifically, the products from this project will also be available for use in resource evaluations relating to spatial and temporal variability in juvenile deepwater snapper abundance and in quantifying abundance in and around protected areas. In addition, identifying and prioritizing needed adjustments to the current data collection system is needed to develop adequate accountability measures (AM's) for effective management. Specific Project Tasks 1. Develop fisher interview form and conduct interviews of fishers in/around the west coast of Puerto Rico to collect information on preferred habitats of study focus species, 2. Conduct fisher survey. Fisher survey data will be used to refine the final survey experimental design, 3. Carry out literature review of focus species to review and summarize existing documents pertaining to the fisheries biology and habitat of the project study species (silk, blackfin, and vermillion snapper). Conduct biological literature survey for study focus species and prepare document identifying important variables that may affect the use of various areas (habitat types) by the project study species, 4. Review and summarize existing documents relating to appropriate sampling techniques for juvenile deepwater snappers with emphasis on the project study species, 5. Develop sampling survey and biological sampling data instrument forms and forms to be used in tracking biological samples (e.g., age structures/reproductive tissues/genetic tissues), 6. Finalize the sampling survey experimental design (selection of control fishing sites and sampling schedule and frequency). The contractor will be responsible for coordinating all field surveys, identifying and selecting fisher vessels for survey work and insuring all required equipment is available in functioning for each fishing trip. The contractor will be responsible for recording per trip catch/effort data, individual data on size, and also recording biological information for all sampled individuals. The contractor will have responsibility for processing of all biological tissues collected for later post-processing studies involving maturation, age/growth/genetic and for maintaining sample tracking data. The contractor will invoice for each fishing trip and make payments to the vessel captains 7. The contractor will provide written and tabulated summaries of all fishing trip events and a final report. All summary documents and data will be available in an electronic form (e.g., MS Word, Excel, Access, etc..). All activities for this project will be conducted using staff currently working with Mr. Figuerola. The government knows of no other company able to provide this type of service besides Miguel Figuerola. Firms who believe they can provide these services that will meet all the requirements specified herein, must furnish detailed information concerning their capability to provide the service and satisfy the Government's needs. In addition shall include name, telephone number and address of concerns for which you have furnished this type of services previously. Interested parties must respond within (10) days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to Miquel Figuerola. through the commercial acquisition process. The Eastern Region Administrative Division (ERAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR).
