- Synopsis - Market SurveyRequest for InformationFlight Inspection ADS-B UAT Transceiver General Information: The Federal Aviation Administration (FAA), Aviation System Standards (AVN) is conducting a Market Survey/Request for Information (RFI) for an ADS-B UAT Transceiver with built-in GPS/WAAS receiver with specifications which will be unique to flight inspection and system testing of the National Airspace System (NAS). Most of the specifications will be industry standard for UAT transceivers. The unique requirements are broken out separately in the attached requirements document. This request for information is to improve the Government's understanding of the current marketplace and will be used for information purposes only and will not be released. This announcement is not a Screening Information Request (SIR) or a Request for Proposal (RFP) of any kind. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Market Survey/RFI. Therefore, any costs associated with Market Survey/Request for Information submissions will be solely at the interested party's expense.Responders are required to complete and return to the FAA a copy of the System Capabilities Document - Attachment A, and the Business Declaration Form. This information will be used to help determine the FAA's procurement strategy if and when a formal SIR is issued. Response to this Market Survey: The information provided in response to this market survey is for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. No evaluation of vendors will occur and vendor participation in any informational session is not a promise of future business with the FAA. All responses (one response per company) are to be provided on company letterhead. Information generated in direct response to this RFI shall be prepared using a type font of no less than 12-point. Standard published commercial information may be provided in the original printed format. Responses must be received no later than 3:30 P.M., Central Summer Time on 20 Sep 2011. Market survey responses received after the time and date specified may be determined late and not considered. The FAA prefers that all submittals, including attachments, be submitted electronically to the following email addresses: Brent.D.Foreman@FAA.Gov and cc to: john.hawk@faa.gov. Please submit in a portable document format (pdf); however, Microsoft Word is acceptable. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. The market survey responses will provide information for the FAA to consider in choosing its procurement method. The NAICS code for this effort is 336413, "Other Aircraft Parts and Auxiliary Equipment Manufacturing", with a size standard of 1000 employees. Questions and Comments The Government welcomes questions regarding this Market Survey / RFI. Questions and comments will be accepted by the points of contacts identified herein via e-mail. If determined relevant to the preparation of industry responses to this Market Survey/RFI, questions and comments may be publicly posted to the FAA's contracting opportunities website. A formal market survey with a draft SOW may be posted at a later date as the scope of the FAA's requirement develops and procurement strategy is refined. In addition to the technical information identified in the attached draft requirement document, the FAA is also requesting information to better understand the overall marketplace including cost trends, warranty information, availability and estimated installation times by aircraft type as well as any planned product enhancements and potential future impacts to fielded systems. Aircraft types and potential quantities include, (6) Lear 60s and (1) Challenger 601.
