- Bill of Material Sources Sought Synopsis for Automated Cost Estimating Integrated Tools (ACEIT) Software PURPOSE: This is a Sources Sought Synopsis; there is no solicitation available at this time. Requests for solicitation will receive no response. This Sources Sought Synopsis is published for market research purposes only. This Sources Sought Synopsis is conducted to identify potential sources capable of meeting the requirements described below and in the attached Bill of Material (BOM). NAICS CODE: 511210 SIZE STANDARD: $25M BACKGROUND AND PURPOSE OF REQUIREMENT: The proposed action is to acquire Air Force Materiel Command (AFMC)-Wide, Air Force Cost Analysis Agency (AFCAA), and SAF/FMP DEAMS site renewals for the Automated Cost Estimating Integrated Tools (ACEIT) suite. ACEIT is a family of applications that support program managers, cost/financial analysts and weapons system contractors during all phases of any program's life-cycle. ACEIT contains the premier application tools (database, statistical analysis, knowledge libraries, model building, risk analysis, and more) for storing/analyzing cost/technical data, developing cost estimating methods, building cost/cost risk models, sharing, and reporting cost estimates. At the heart of ACEIT is a framework to build robust cost models where key analysis tasks (learning, phasing, inflation, risk, reporting, and documentation) are automated. ACEIT allows AFMC cost estimators to move from one cost estimating job to another and still be familiar with the standard tool utilized in the cost estimator's tool available to all AFMC assets command-wide. It includes tools to provide seamless integration with PRICE, SEER, MS Project, NAFCOM and MS Excel. REQUEST FOR CAPABILITY PACKAGE: All interested parties shall submit information to document your firm's capability to provide items as listed in the BOM. DATE DUE: Packages may be electronically mailed and received in the buying office not later than 4:00 P.M. (Eastern Standard Time) 19 August 2011. This synopsis does not constitute a Request for Quotation, Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. The Government reserves the right to reject in whole or part any industry input as a result of this announcement. The Government recognizes that proprietary data may be a part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.
