Description
The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled, Fishway Entrance Hoist Replacements at Little Goose Dam in Whitman and Columbia Counties, Washington. This will be a firm-fixed-price contract. Construction magnitude is between $500,000 and $1,000,000. The period of performance is approximately January 2012 to January 2013. A bid bond of 20% will be required. 100% Performance and payment bonds will be required. The work consists of providing all labor, technical expertise, materials, equipment, scaffolding and appurtenances necessary to accomplish the following: The project consists of removing existing hoist hardware and providing improved hoist systems for fish entrance weirs NSE1 and NSE2 on the north shore at Little Goose Dam. Hoist hardware removal includes removal and disposal of failed hoist equipment, which has tested positive for lead paint; removal of metal support structure; concrete base and anchor bolt removal to deck surface, if necessary; and electrical conduit and box removal as necessary. Temporary A-frame chain fall hoist systems will remain Government property. New hoists will be designed, fabricated, delivered, installed, and tested for working capacity of 15000 pounds in accordance with applicable Corps of Engineers and industry standards. Hoist design and installation will include replacement of water level sensors; replacement of limit switches; adding limit switch redundancy; adding cable slack sensors and associated control circuitry; using spare conduit, if serviceable, to bring in a second power feeder for second hoist instead of branching off a single power feed for both hoists. The system will need to work with existing control room interface, and fit within a specific allowable footprint. The system will need to be able to withstand submersion and water bourn debris, including a protective framework if necessary. Protective framework will allow for convenient access to service machinery. The location is in constant spray environment with occasional submersion and water bourn debris. Work will be carried out during a season where submersion and water bourn debris are not present risks. NAICS Code 238290, Small Business Size Standard is $14,000,000 or less in average annual receipts. This sources-sought announcement is a tool to identify small business concerns with the capability to accomplish the work. Only those firms who respond to this announcement by submitting a statement of their current or past technical experience (what the firm has done) and current or past performance (how well the firm did it) similar to or the same as the requirements stated above, will be used in the determination whether to set aside this requirement for small business.
