- The U.S. Department of Commerce, National Marine Fisheries Services in Key West, FL is intends to award a Purchase Order to Mote Marine to provide an early warning system about the risk of mass coral bleaching for a base and four option years: Task include, but not limited to TASK I - Monitoring Environmental Conditions Identify and routinely monitor/review all near real-time remote sensing and in-situ data related to coral bleaching or relevant environmental conditions available for active monitoring of potential bleaching development. In addition, coordinate with the providers of all relevant remote sensing and in-situ data not readily available but that could be accessed when events suggest an increase in the risk of mass bleaching. TASK II - Coordinate A Dedicated Volunteer Monitoring Network Develop, maintain, and coordinate a network of dedicated volunteers to provide reliable, consistent reports of both bleaching and "no bleaching" observations for four reef regions: Upper Keys, Middle Keys, Lower Keys, and Tortugas region. The program will be developed in partnership with the FKNMS and relevant industry, academic, governmental, and non-governmental partners. It is expected that volunteers will be drawn from each of these groups to provide credible observations about the incidence of mass coral bleaching on meaningful temporal and spatial scales. In addition, existing volunteer monitoring networks and communication mechanisms will be utilized opportunistically to obtain observations of bleaching or "no bleaching". The program should provide comparable results to the BleachWatch Program implemented by the Great Barrier Reef Marine Park Authority (www.gbrmpa.gov.au/bleachwatch) TASK III - Coordination with Relevant Experts Coordinate with relevant technical experts involved in coral bleaching research, existing remote sensing and in-situ data derived coral bleaching early warning products, and the development and implementation of the FKNMS Bleaching Response Plan. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one known source Mote Marine. This information from the Early Warning System will allow managers to better assess, communication, and respond to mass bleaching events. The Early Warning System will consist of three elements designed to detect each of these stages: climate monitoring, sea temperature monitoring, and volunteer observations. Mote Marine has experience managing volunteer monitoring programs in collecting observations on extreme events in the Florida Keys National Marine Sanctuary. Knowledge of the Florida Keys coral reef ecosystem. Knowledge of the existing relevant research in the Florida Keys and demonstrates scientific expertise for data synthesis and interpretation relevant to coral bleaching or other episodic events. Has familiarity with appropriate environmental data sets and the individuals and organizations that collect these data sets. The NAICS Code is 541990. Interested persons may identify their interest and provide a detailed capabilities statement to respond to the requirement or submit proposals. This is not a request for competitive proposals. However, all proposals received within ten (10) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their detailed capabilities and qualifications to support their ability to provide this service, and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above.
