Description
NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT: Under the authority of FAR 8.405-6, it is the Government's intent to award a sole source service contract to Natural Heritage of New Mexico-a program of the University of New Mexico (UNM) to provide classroom and associated audio and visual equipment as well as one to two field sites to evaluate as part of hosting a 3-day workshop on the New Mexico Rapid Assessment Method (NMRAM). THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 15 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. The Albuquerque District Corps of Engineers (SPA) intends to award a contract for the development and implementation of a workshop on the New Mexico Rapid Assessment Method (NMRAM) to build capacity for the use of the model by providing a solid technical grounding in the method so that practitioners can reliably perform riverine wetland classification and stream classification. The Natural Heritage of New Mexico is the lead author of NMRAM: Montane Riverine Wetlands Handbook and Field Guide (2011). The NMRAM was developed to provide a standard rapid assessment tool for montane riverine wetlands within New Mexico. The NMRAM was developed as a part of the New Mexico Environment Department (NMED) Surface Water Quality Bureau (SWQB) Wetlands Program's on-going efforts to promote effective management and protection of the state's wetland resources. A determination by the Government not to compete this proposed requirement is based upon the fact that Natural Heritage of New Mexico created the handbook required to implement this required training program.
