- Library of Congress Library of Congress REQUEST FOR INFORMATION (RFI) PURSUANT TO FAR 15.201(e) RFI - Central Printing Capability for Copyright Office Purpose The Library of Congress, Copyright Office (CO) seeks to request information as to the capability to develop a Central Print Solution (CPS). The CPS will be accessible to determined offices within the Copyright Office that require access and capability to print to a central on-site location at the Library of Congress Copyright Office in Washington, DC. Overview The Copyright Office Mission The Copyright Office's mission is to promote creativity by administering and sustaining an effective national Copyright system. The registration and deposit of works under copyright protection have served three important purposes: • Collect, preserve, and provide access to knowledge-The U.S. Copyright Office ensures the Library's role as keeper of the mint record of American creativity and helps sustain the comprehensiveness of the Library's collections. • Spark imagination and creativity-The purpose of the copyright law, administered by The U.S. Copyright Office is to foster the creation of new intellectual works and their dissemination for the benefit of the American people and the world. • Recognize achievement-The U.S. Copyright Office provides the means for citizens to register and protect their intellectual achievements, thereby ensuring that the entire breadth of American creativity can be recognized. Business Objective The Copyright Office recently implemented fundamental, organization-wide changes to provide the tools and processes for its staff to automate processing and better meet the needs of the public. The collection, processing, generating of registration certificates, storage, and presentation of information are essential to the Copyright Office. The reengineering of the CO's principal public services employs a new technology framework for the entire organization. This new environment leverages newly designed workflows, integrated business functions, and IT-based processes. The new IT system automates the collection and processing of materials and stores the information to a central CO data repository. With this implementation, we have better standardized processes, integrated services, and distribution of information across the CO, as well as share data with Library of Congress (LC) systems. Specifically, our Electronic Copyright Office (eCO) system supports the following business objectives: • Improve timeliness of the CO services • Provide online Copyright Office services • Centralize printing of documents • Ensure prompt availability of new copyright records • Provide better tracking of individual items in the workflow • Increase acquisition of digital works for the LC collections This new IT system is one that enables the CO to provide its services to the public online and to manage its internal processes through a centralized case management system. The eCO System is an integrated package of interoperable modules that supports cross-functional business processes. Because the eCO System provides integrated access to information across departmental boundaries, CO staff will have desktop access to all pertinent documents, including scanned images of paper mail, internally created word processing documents, account statements and payment records, certificates, as well as e-mail messages and faxes. The eCO System improves the overall processing time for customer services by improving access to data, management information (e.g., claim lifecycle reports), reducing the need to key data and move physical items. Integrated Printing The Copyright Office prints volumes of material including certificates, circulars, forms, deposit account statements, and routine correspondence on demand. The eCO system must integrate a print function with the workflow and case management functions and must assign specific print jobs to high-volume, high-speed central printers. CO staff must be able to print bulk jobs, such as multiple registration certificates, forms, circulars, and deposit account statements, in queued batches. Staff must also have the option to print single or small print jobs to their local print areas through their normal print function. Goals & Objectives The objective of the Central Print Solution (CPS) is to develop a system according to the requirements provided that will allow printing of packages on demand to a central on-site location at the Library of Congress Copyright Office in Washington, DC. These packages may be inclusive of one or more of the following documents: • Correspondence Letters • Certificates • Circulars • Registration Applications • Deposit Account Statements • Fact Sheets • Demand Letters • Return Labels • Other MS Word or PDF documents These documents will be created by the user or will be selected from pre-developed documents stored and retrievable from a determined location. Responder Requirements Responders must provide: 1. Company name, company contact, contact address, phone number, and e-mail address. 2. A technical description and proof of concept of a solution that meets the requirements specified per the attached requirements. 3. A budgetary estimate to meet the requirements and implement the proposed Central Print System for the office in a test and production environment. 4. An estimate of any ongoing administrative efforts to maintain the system in the test and production environment. Current Technical Environment The current eCO system runs on an Oracle Siebel CM solution (Siebel version 8.1.1.2 SIA) on an Oracle 11g database. The Operating System (OS) supporting eCO is a Microsoft Windows 2003 environment running on a TCP/IP network. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review.
