Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Applied Research Program plans to procure on a sole source basis services from Dr. Richard Street for development of a white paper to provide a methodological foundation for researchers, clinicians, and health care organizations interested in evaluating and improving patient-centeredness of care for cancer patients and survivors. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 541990 the business size standard is $7.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for fifteen (15) months from date of award. Recognizing the importance of "patient-centeredness" in the delivery of quality cancer care, the Outcomes Research Branch (ORB) of the Applied Research Program in the Division of Cancer Control and Population Sciences (DCCPS) of the National Cancer Institute (NCI) identified the "measurement, monitoring, and improvement of patient-centered cancer care" as a key research priority. To facilitate the development and implementation of a data monitoring system that would reliably assess, on an ongoing basis, the patient-centeredness of cancer care in a variety of care delivery settings, the contractor shall develop a white paper focused on methodological issues related to the measurement and monitoring of PCC. This white paper will build upon the conceptual foundations laid by the 2007 NCI monograph and synthesize key findings from the NCI-AHRQ DeCIDE network project on PCC measurement as well as the MAPCare formative research project. Dr. Richard Street is uniquely qualified to develop the white paper for the NCI. Over the past 25 years, he has developed an extensive program of research examining issues related to patient-clinician communication, in particular patient involvement in care, and the pathways through which communication can contribute to better health outcomes. He has edited 2 books and published over 100 articles and book chapters focusing on communication issues in a range of illness settings including cancer. Since 2005, Dr. Street has contributed significantly to advance the NCI's Outcomes Research Branch's research agenda on facilitating the delivery of patient-centered care across the cancer continuum. He was the co-author of NCI's seminal monograph on patient-centered communication (PCC) that was published by NCI in 2007. From 2007-2009 Dr. Street served as a co-investigator and senior communication expert on the NCI-AHRQ funded DeCIDE network project on PCC measurement. He made significant contributions to the development and testing of a comprehensive set of more than 150 survey items that can be used by healthcare organizations to assess the patient's perspective on the patient-centeredness of patient-clinician communication. Dr. Street served as the senior author on a research manuscript that summarized findings from this project and was published in the prestigious international journal Social Science and Medicine. In addition, Dr. Street is the only research scholar who has been involved in all three NCI-funded projects that form the foundation for this white paper (i.e., the 2007 monograph, the NCI-AHRQ DeCIDE project, and the MAPCare project). Intimate knowledge of findings from all three studies is critical for the development of the white paper and Dr. Street is uniquely qualified since he possesses the most knowledge of all three projects compared to any other scientist in this field. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on August 31, 2011 11:00 a.m. EST. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
