Description
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Capital Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with the University of Wisconsin-Madison, using the procedures in FAR Parts 6 and 13, to purchase a McIDAS-X Licensing Fee a subscription-basis membership with The McIDAS Users' Group (MUG) that pools its subscription fees to pay for the maintenance and upgrades of McIDAS software and documentation. The MUG has been in existence since 1989 and is administered by the Space Science and Engineering Center (SSEC) at the University of Wisconsin-Madison. McIDAS-X is SSEC's sophisticated package used for visualization and manipulation of geophysical data in a wide variety of formats. Typical data types include geostationary and polar orbiting meteorological satellites, NEXRAD radar, surface and upper-air observations, gridded numerical forecasts, NOAAPORT test products, and data from special observing networks. The McIDAS-X package is designed to work in both real-time operational and in research environments. McIDAS-X is the sole provider of this support program updates are provided exclusively through McIDAS-X. McIDAS-X is the only party known to the University of Wisconsin who can meet these requirements. This McIDAS license is needed for utilization of the McIDAS-X software, tool utilized to display, distribute, and analyze satellite and other meteorological data by our scientists. This software provides the means to assure the viability of research, development, and training for various satellite and other meteorological products, and the ensurance of the integration of the results into NESDIS, NWS, and HNC operations. The Period of Performance is January 01, 2012 through May 31, 2012. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 611310 with a large business size of 7.0M. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Please provide commercial and government pricing. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to grace.e.carter-tyer@noaa.gov or faxed to (301) 713-0806 by August 30, 2011, 10:00am local time. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-53. The determination to compete or not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
