Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Research Institute of Environmental Medicine (ARIEM), intends to award a firm fixed price purchase order on a sole source basis to: Qualisys North America, Inc., Deerfield, IL 60015. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. RESPONSES WILL BE USED FOR FUTURE ACQUISITIONS ONLY. 1. Nature and description of the supplies or services required to meet the agency's needs: MPD has a need to update our current set of cameras. These cameras are at least 15 years old. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Qualisys is the vendor of choice because their cameras are compatible with our current set of software and calibration hardware associated with the system. These new cameras will be compatible with existing cameras used by another division in the same lab space (NSRDEC). This will allow us to combine systems if research questions require a data capture volume larger than one typically covered by a single 10-12 camera system. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: This vendor has the exact cameras that are compatible with the existing software. By using the same cameras it enables us to work with other divisions within NSRDEC. Qualisys is the only vendor that meets the specific criteria needed to maintain stability and can deliver within in the timeframe required for the study. 4. Any other facts supporting the use of other than full and open competition: This is an update that will allow us to maintain compatibility with other colleagues. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None at this time 6.
