Description
Request for Information: Special Packaging and Labeling for Pharmaceutical Products Introduction: The US Government (USG), in several agencies, holds antibiotics intended for use as Post Exposure Prophylaxis (PEP) for persons suspected of being exposed to aerosolized b. anthracis (anthrax) or other disease conditions. These antibiotics may be provided at the time of a suspected event or prior to an event to protect the general public, protect first responders, provide for Continuity of Operations/Continuity of Government (COOP/COG) for select persons, or for other purposes. Operationally, to assure the efficiency of a PEP campaign, the government plans to provide antibiotics in several formulations and packages as described in this RFI. Goal: Partner with an innovative company that leverage today's technology to obtain a full range of solutions to address our pharmaceutical packaging and labeling requirements. With a solution(s) that are highly cost effective as well as efficient. RFI Goal(s): 1. Acquire products with special packaging and labeling to meet operational requirements in a rapid response. 2. Acquire products in packaging that is less bulky and uses a smaller footprint for storage and delivery. 3. Encourage innovation in packaging or delivery of the medication that would make operations more efficient and lower costs overall to the USG. 4. Packaging should be as compact as possible while allowing enough room for printed instructions to be included. Examples of acceptable packaging include but are not limited to unit-dose blister packaging, or unit-of-use individual bottles. Instructional information could be printed on the packaging itself or attached to the packaging in some manner; at a minimum: the name of the drug, the lot number for the tablet, the expiration date of the tablet, and any other information required by the US Food and Drug Administration (FDA). The current Good Manufacturing Practice regulations (cGMP's) (21CFR Parts 210 211) will be the standard to be applied for manufacturing, processing and packing of drugs. Potential partners should respond by indicating their interest and ability to meet the specifications listed below. Potential partners should also describe limitations or constraints in accomplishing the described task(s). Specifications Propose a packaging configuration designed to deliver a. Doxycycline hyclate 100 mg oral tablets, b. Ciprofloxacin HCl 500 mg Oral Tablets c. Amoxicillin 500 mg oral capsules packaged in a manner to facilitate lowest cost of storage and delivery, and the smallest space/footprint while assuring product quality in accordance with cGMP 21 CFR. Doxycydine and Ciprofloxacin packaging should include 20 tablets providing for twice daily use for up to 10 days. Amoxicillin packaging should include 30 capsules providing for twice daily use up to 10 days. Offeror's are encouraged to propose an innovative packaging configuration designed to meet these requirements that may prove more cost-effective or operationally effective. Lastly an offeror should also describe the quality control measures that will be used to ensure consistency in the packaging components.
