- Synopsis Title: MV “ 22 Containerized Flight Training Devices CFTDs 2F200-9 through 2F200-16 Requirement: The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, has a requirement to provide training solutions that satisfy specific Marine Corps V-22 training requirements. The primary effort includes the procurement of Marine Corps MV-22 Block C Containerized Flight Training Devices (CFTDs) 2F200-9 through 2F200-16; the requirement also includes necessary concurrency upgrades for CFTDs 2F200-9 through 2F200-16, a brief support period following delivery and spares. Pending a review of Fleet USMC training needs, the quantity of devices solicited for may change in the final solicitation The Marine Corps MV-22 CFTDs are self-contained units, which house a non-motion simulator, a host computer, a visual display system, and an instructor operating station. CFTDs 2F200-9 through 2F200-16 will simulate MV-22 Block C aircraft operation to the fidelity requirements identified in the system specification. CFTDs 2F200-9 through 2F200-16 will be new devices insofar as they are in a new aircraft configuration; however, CFTDs 2F200-9 through 2F200-16 must incorporate the common baseline software that is run on currently-fielded MV-22 CFTDs. As a result of market research conducted, to include the sources sought notice for this procurement posted on March 24, 2011, the contracting officer, in coordination with the Small Business Administration, has determined that this procurement will be solicited on an unrestricted basis. This announcement serves to communicate the acquisition strategy and a second pre-solicitation notice will be provided prior to solicitation release. The Government anticipates a Request for Proposals (RFP) to be released in the 1st Quarter FY12. The Government anticipates the award of a Firm Fixed Price contract in the 1st Quarter FY13. The distribution of the solicitation will be accomplished through FedBizOpps and Navy Electronic Commerce Online (NECO). Hard copies of the solicitation documents will not be available. This notice is for informational purposes only. This is not a Request for Proposals. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. Any information submitted by respondents is strictly voluntary.
