Description
DESCRIPTION: The VA Nebraska Western Iowa Health Care System intends to negotiate a commercial (FAR Part 12) sole source contract with Aeroscout, 1300 Island Drive Ste 202, CA 94065-5171, under the authority of FAR 6.302-1. The contractor is an authorized dealer of Aeroscout Wireless Temperature Monitors. The solicitation document and incorporated provisions and clauses are those currently in. Only one responsible manufacturer is known for this procurement. This is notice of intent to award sole source under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Note - No award will be issued from responses to this notice. Response to this notice does not legally bind the government in any manner. Your concerns will be considered if you respond to this posting with a similar product/service. The justification for this sole source request is based on technical requirements that can only be provided by Aeroscout. They are the only available Wireless Temperature Monitoring vendor with scalability to full RTLS that utilizes Cisco 802.11 LWAAP Layer 2 broadcasting. The LWAAP technical approach utilized by Aeroscout does not require IP addressing or access point association of tags. This would allow us to integrate the system with our existing Medical Wireless Infrastructure and only require the installation and licensing of access points in the North Platte, Holdrege, Shannondoah, Bellevue, & Norfolk CBOC's rather than a redundant non 802.11 infrastructure used by many other vendors (Sonitor, Airista, Checkpoint, Reiss, Cooper Atkins) thoughout the entirety of NWIHCS. Leveraging existing infrastructure would provide a significant cost benefit during implementation and comply with the guidance set forth by the RTLS Program Office in VAIQ# 7100854. Per discussions with HISD and Dan Mesimer, Region 2 Wireless Team Lead, in order to be allowed to integrate with our existing 802.11 wireless infrastructure, the vendor's product must be client level FIPS 140.2 certified or have a national waiver in place. There is currently no 802.11 Access Point based Wireless Temperature Monitoring vendor with client level FIPS 140.2 certification on the market. As it is not feasible to accomplish this waiver for all 802.11 based vendors, NWI has submitted a waiver request for Aeroscout via Joeseph Elbaum, ISO based on variables such as time in market, total implementation cost, scalability, and clinical user feedback. All quotes received by 2:00 P.M. Central Time, August 19, 2011, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
